The 17th European ice hockey championship for U18 juniors took place from April 7th to 13th, 1984 in the Upper Bavarian cities of Rosenheim , Garmisch-Partenkirchen , Füssen and Bad Tölz . Group B games were played from March 26th to April 1st, 1984 in Herning , Denmark . From April 21 to 27, 1984, the Scottish cities of Edinburgh and Kirkcaldy were the venue for the C Group .
