The 28th European Ice Hockey Championship for U18 juniors took place from April 9th to 16th, 1995 in Berlin , Germany . The games of group B were played from March 25 to 31, 1995 in Senica and Skalica in Slovakia .
For the first time, the field of participants in the EM was divided into four performance groups. The two lower groups were designated as C1 and C2 , but were graded according to performance. From the C2 class, two teams rose to the C group for the following year, while the C2 class then operated as the D group. Class C1 played from March 24th to 30th, 1995 in Kiev , Ukraine . The venue for the C2 group was Elektrėnai in Lithuania from March 11th to 17th, 1995 .
