Eurodistrict
A Eurodistrict (French: eurodistrict ) is a cross-border cooperation area. It usually comprises a metropolitan area with cities and parishes in two or more states.
The Eurodistricts have their origin in the initiative Eurodistrict eV of 1989 VR Kehl 333 and later in the Karlsruhe Convention of 1996. In addition, in the declaration of the Federal Chancellor of the Federal Republic of Germany Gerhard Schröder and the President of the French Republic Jacques Chirac on the 40th anniversary of the Élysée- Contract of January 22, 2003 expressly called for the establishment of Eurodistricts.
A euro district draws up a program for the cooperation and integration of the cities and municipalities in the area concerned. These include, for example, improving transport links for the people who live and work on the different sides of the border. It also promotes cross-border regional identity and thus European integration.
The term Eurodistrict / eurodistrict is only recently and has not yet been defined by organizations such as the Council of Europe or the European Union . A demarcation to the European regions is difficult in individual cases, whereby the focus of the Eurodistrict is more on the metropolitan area.
Establishment / agreement
Eurodistricts can be established or agreed in different ways:
- through a simple agreement on joint projects in the region.
- in an institutionalized manner by a local association for cross-border cooperation (French: groupement local de coopération transfrontalière (GLCT) ), which draws up plans for cross-border cooperation between cities and municipalities.
- With an even higher degree of institutionalization, through the transfer of power and elections by the citizens. This has constitutional implications for the individual countries involved, which must be taken into account when drawing up the agreements.

Strasbourg-Ortenau Eurodistrict
The Strasbourg-Ortenau Eurodistrict was established on October 17, 2005 as the first Eurodistrict. On March 14, 2013, further partners were added on the French side.

Planned or required Eurodistricts
Eurodistrict Saar-Moselle
The association Zukunft SaarMoselle Avenir was founded in 1997. It was based in Saargemünd , the cooperation office for the implementation of the activities was in Saarbrücken. At the meeting in Heusweiler in 2004, Roland Roth ( Sarreguemines Confluences Association ) was elected President.
The resolution to found a special purpose association to promote cross-border cooperation was signed in 2004 on the Friendship Bridge (Germany-France) . With this Eurodistrict, 28 municipalities and associations of municipalities receive a cross-border structure.
On May 6, 2010 the founding meeting of the Eurodistrict SaarMoselle as the European association for territorial cooperation took place in the Franco-German Garden in Saarbrücken. Roland Roth, President of the Sarreguemines Confluences community association, was elected President in June 2016. Vice-President is Peter Gillo, Director of the Saarbrücken Regional Association.
The Eurodistrict SaarMoselle comprises a European agglomeration of one million people (including 26,000 cross-border commuters ).
Eurodistrict Meuse-Rhine
Since the city region of Aachen in the three-country corner forms a metropolitan area with Herzogenrath and Kerkrade (together Eurode ), Heerlen and the northern part of the German-speaking Community of Belgium , a special purpose association of the Eurodistrict Maas-Rhine is required.

The FC EURODISTRICT is a binational sports and football club (founded in 2005) in the Baden / Alsace border region. It is supported by two associations of the same name (sister associations) based in Kehl and Strasbourg, which are striving to merge into a European association.
