The Eurodistrict Saar-Moselle ( proper spelling : Eurodistrict SaarMoselle ) is a German-French association as the European Association for Territorial Cooperation (EGTC), which was founded on May 6, 2010 in the cross-border agglomeration of Saarbrücken - Forbach . In addition to the Saarbrücken regional association, the French community associations Faulquemont , Forbach , Freyming-Merlebach , Saargemünd , St. Avold and Warndt are united . The network comprises a total of around 170 cities and municipalities. Furthermore, the Saarpfalz district and the Bitscher Land community association can also be counted as associated members of the district.
The aim is to promote the development of this urban region, to remove the barriers caused by the border and to represent the interests of the entire region at national and European level.
Emergence
The cross-border cooperation was initiated in 1997 by the association “Zukunft SaarMoselle Avenir”, which brought together municipalities and municipal associations from the border area in order to structure and expand the mutual cooperation.
On the occasion of the 40th anniversary of the Élysée Treaty in 2003, the German and French governments launched a joint call for the creation of Eurodistricts. As a result, a joint declaration on the establishment of a “Eurodistrict Saarbrücken-Moselle Est” was signed in 2004 by over 600 political representatives of the cross-border agglomeration.
Preparatory work for the establishment of an EGTC took place between 2005 and 2008. The "EGTC Eurodistrict SaarMoselle" was founded on May 6, 2010.
Members
The Saarpfalz district and the Bitscher Land municipal association are also associated members of the district.
tasks
The EGTC carries out cross-border projects in the areas of responsibility assigned to it by its members. Its primary tasks are: to found and support common networks, to continue community-oriented projects and to develop new ones, as well as to represent the interests of the Eurodistrict in order to survive in the competition of the regions of Europe. The EGTC disseminates information about cooperation projects in the field of its members.
The projects carried out include:
- In the field of tourism and leisure: the creation of several hiking trails and 380 km of cycle paths Velo visavis;
- In the area of transport: a cross-border bus line between St. Avold and Saarbrücken (MS1);
- In the field of education, bilingualism is being promoted through the creation of a Franco-German bachelor's degree in Sarreguemines . Other projects deal with early childhood education to teach children at least two languages.
- In the area of research and innovation: The "Territoire d'énergie Warndt-Val de Rosselle" is intended to support innovations in fermentation, biogas and hydrogen production technologies.
Organs and administration
The President and Vice-President are elected by the Assembly for two years.
