Frank Morey Coffin (born July 11, 1919 in Lewiston , Maine , †  December 7, 2009 in Portland , Maine) was an American lawyer and politician . Between 1957 and 1961 he represented the state of Maine in the US House of Representatives .

Career

Frank Coffin attended public schools in his home country and then Bates College until 1940 . Until 1943 he studied at the Business School of Harvard University . Between 1943 and 1946 he served in the US Navy during World War II . He was used in the Pacific region. After a subsequent law degree and his admission as a lawyer, he began to practice in Lewiston in this profession. From 1947 to 1949 he was employed by the Maine District Federal District Court . Politically, Coffin was a member of the Democratic Party . Between 1954 and 1956 he was its chairman in Maine.

In 1956, Coffin was elected to the US House of Representatives in Washington, DC in the Maine Second Constituency . There he took over from the Republican Charles P. Nelson on January 3, 1957 . After a re-election in 1958, he was able to complete two terms in Congress until January 3, 1961 . In 1960 he decided not to run again. That year, Coffin ran unsuccessfully for governor of Maine, defeating Republican candidate John H. Reed . Until October 1961 he was managing director of the Development Loan Fund . He then served as Deputy Head of the United States Agency for International Development until 1964 . Between 1964 and 1965 he represented American interests at an OECD conference in Paris .

In 1965, Coffin was appointed judge at the Federal Court of Appeals for the first class of courts. He held this office as the successor to John Patrick Hartigan until 1989. In 1971 he was elected to the American Academy of Arts and Sciences . Between 1972 and 1983 he was presiding judge at the Federal Court of Appeals. From 1984 to 1990 he was also Chairman of the Judicial Conference Committee . Frank Coffin then retired. He died on December 7, 2009 at the age of 90.
