Global Gender Gap Report

The Global Gender Gap Report is a from the World Economic Forum (World Economic Forum) extensive since 2006 created an annual scientific report , which in the meantime 153 countries the gender gap ( "gap, gap") in the gender equality analyzed. The report is subdivided into the four areas of economy , education , health and politics and ranks the states according to rank . The countries are also divided into 8 world regions and these groups are examined (one of them is Western Europe with 22 states in Western Europe ).

To quantify the gender gap , the “Global Gender Gap Index ” (GGGI) is calculated from a total of 14  social indicators for the four areas. The index values ​​are to be understood as percentages of the equality achieved so far: The Global Gender Index 2020 for 2019 is included So far, women have achieved 0.686 - 68.6% of the position of men. Accordingly, the global gap of 31.4% has to be closed. The report notes that this will take exactly 99.5 years at the current rate of development, in Western Europe 54.4 years (0.767: 23.3% gap). The global sub-index on political participation has the lowest value (0.247: 75.3% gap between women and men), the longest duration in current progress is predicted for economic equality: 257 years (see table of sub-indices ).

calculation

The Global Gender Gap examines the gaps within a country and not the level in order to decouple this index from the development status of a country. It evaluates results such as the proportion of women in top positions, but no framework conditions such as the length of the baby break (depending on the legislation). The upper limit of the gap is 0.995 - everything above is limited to 1,000.

Sub-indices

The index is calculated from 14 individual social indicators , which are combined into 4 sub-indices in basic areas of life:

  • Economic participation and opportunity , with the participation gap , gender pay gap and advancement gap:
  1. Employment shares women / men
  2. Differences in income for the same activity
  3. Income ratio of women to men
  4. Proportion of top positions (legislators, senior civil servants and managers)
  5. Proportion of female experts and technicians
  1. Gender ratio of primary school education
  2. higher education
  3. University education
  4. Literacy rates women / men
  • Health and survival:
  1. Gender ratio of births
  2. Life expectancy (age in years)
  1. Proportion of women parliamentarians
  2. Ministers
  3. Heads of State for the past 50 years

List of countries according to their GGGI

According to the Global Gender Gap Report 2020 for 2019, the global gender gap for equality of women is 31.4% compared to the position of men (GGGI 0.686 from 1,000 = 99.5 years to equality), with different characteristics in the four areas of life:

  1. Employment shares and differences between women and men, shares in top positions and of female experts and technicians - worldwide 0.578: 42.2% gap = 257 years for equality
  2. Primary school, high school and university as well as female / male literacy rates - 0.961 worldwide: 3.9% gap = 12 years to 1,000
  3. Gender distribution of births and life expectancy - 0.957 worldwide: 4.3% gap = consistently low for years
  4. Proportion of women parliamentarians and ministers and number of women heads of state in the last 50 years - 0.247 worldwide: 75.3% gap = 95 years on equality

criticism

The report of the World Economic Forum does not distinguish whether women are equal to or even better off than men in the individual points. For each of the 14 sub-indices of the Global Gender Gap Index (GGGI) - for example educational qualifications or economic participation - values ​​from 0 to 1 are formed. 1,000 means that women have achieved equality with men . However, this ideal grade is also awarded if women leave men behind in an area and they are therefore disadvantaged. This could lead to the result that women are also considered disadvantaged in a country in which they do better than men in 9 out of 10 points and worse in only one because the resulting average value is below 1,000 due to the cap (see upper limit of the Gender Gap Index ).

The GGGI calculation method also means that, based on criteria such as life expectancy and gender distribution at birth, the maximum achievable value in the “health” area is 0.98. As a result, a country has no way of achieving the ideal grade of 1,000 (= gender equality with 0% gender gap ) in the overall assessment , even if women in this country are better off than men in all points.

Alternative: BIGI

The psychologists Gijsbert Stoet from the University of Essex and David Geary from the University of Missouri criticize the calculation method of the Global Gender Gap Index (GGGI) and in early 2019 present their Basic Index of Gender Inequality (BIGI), which is calculated from three social indicators :

  1. Years of life spent in good health
  2. basic school education
  3. general life satisfaction

According to the BIGI, men suffer disadvantages in 91 countries, women in only 43 countries, mostly in underdeveloped countries in Africa and South Asia. In the highly developed industrial countries, however, the BIGI shows extensive gender equality with slight advantages for women.
