The Junkers T 23 aircraft is based on experiences made with the Junkers T 21 aircraft . Also constructed as a high -wing aircraft, unlike other Junkers aircraft, a 59 kW Gnôme Rhône rotary engine was used.

The purpose of this test aircraft T 23E was to investigate the improvements in flight characteristics. For this purpose, a second, smaller lower wing could be installed, so that a double decker , type T 23D, was created. It was originally planned to sell this type to flight schools so that beginner training could begin with a biplane and later continue training on the same type with a normal monoplane.

A total of four machines were built in 1923 and also flown in flight school operations.
