The 1963/64 season was the 18th season of the Class A as the highest Soviet ice hockey league . The Soviet championship title was secured for the eleventh time by ZSKA Moscow , while Elektrostal was relegated to the second division. At first, SKA Kalinin also took part in the season, but was excluded from play operations in December 1963 because of a multiple violation of the code of conduct of Soviet sports by some players on the team and all games with the participation of SKA Kalinin were canceled.

The ten teams in Class A played four times against each opponent, making the total number of games per team 36. The team with the highest points became champions, while the last was relegated to the second division. Each team received two points for a win, one point for a draw and zero points for a defeat.
