The 1990/91 season of the Vysschaya League was the 45th season of the highest Soviet ice hockey division . The Soviet league title was secured for the fourth time by Dynamo Moscow , while SKA Leningrad was relegated to the second division.

The 15 teams of the Wysschaja Liga first played in a common main round in a return match against each opponent, making the total number of games per team 28.

Then the ten best teams in the main round played again in the final round against each opponent, while the results from the main round were adopted and the team with the highest points in the final round became the Soviet champions.

The five last placed in the main round met the ten best second division teams in the relegation. All teams played 28 games each in the relegation. The six best placed teams played in the following season in the Vysschaya League, the other nine teams in the second-rate Pervaya League.

Each team received two points for a win, one point for a draw and zero points for a defeat.
