The Anglo enthusiastic Sheikh Muhammad ibn Zaidi bani Tihama has the idea in the desert country of Yemen , the salmon fishery introduce. Alienated from his career-conscious wife, Jones slowly begins to get enthusiastic about it, especially since the sheikh does not turn out to be the spoiled luxury boy, but as a sensible ruler who wants to invest his fortune for the good of his people. Chetwode-Talbot had just started a relationship with the soldier Robert, who soon had to go to war in Afghanistan and is reported missing there. She thinks he is dead. The tense Jones is sensitive to Harriet, and both develop feelings for one another.

Supported by a nationwide press campaign, the British angling associations are refusing to allow a single native salmon to be brought into Yemen. Farmed salmon are therefore used. In Yemen, following the successful construction of the dam, the valley will be flooded in a ceremony, which will enable the Sheikh to fish for salmon on the one hand and to irrigate and develop the country on the other. Contrary to Jones' initial fears, the salmon actually migrate upstream after being released. The project seems to be going well. The opening ceremony will be attended by Chetwode-Talbot, Jones, representatives of the British government and the international press. As a surprise, Patricia Maxwell, who was only interested in good news, does not present the salmon project to the press, but the reunion of Chetwode-Talbot with her lover Robert, who is still alive.

However, local rebels carry out an act of sabotage and destroy the dam. The salmon are washed away in a torrent, and Jones and the sheikh narrowly avoid the deadly tidal wave. When Jones sees that some fish have survived, he decides to stay in the country to learn from the mistakes and to make the sheikh's visions come true. Chetwode-Talbot joins him and thus decides against Robert.
