After the end of the French colony of Indochina , the First Indochina War (1946-1954) and the Geneva Indochina Conference of 1954, the country was divided into North and South Vietnam . The United States did not recognize communist North Vietnam under international law and thus only maintained diplomatic relations with the western-oriented South Vietnam (which had existed since 1950). After the American defeat in the Second Indochina War (approx. 1955-1975) and the reunification of North and South Vietnam to form the Socialist Republic of Vietnam in 1976, a period of about 20 years followed in which the USA had no diplomatic relations with Vietnam.

On 28 January 1995, the United States opened in Hanoi a liaison office , and on 11 July 1995 diplomatic relations were established, with L. Desaix Anderson as charge d'affaires ( business support ) and the first head of mission.
