Appenzell Ausserrhoden electoral district

The National Council constituency of Appenzell Ausserrhoden is an electoral district for elections to the Swiss National Council . It covers the entire canton of Appenzell Ausserrhoden and has existed since 1848.

Electoral process

Until 1869, the national councils were elected to the Landsgemeinde . After that, the majority suffrage was used until 1917 . In the sense of the Romansh majority election , a candidate needed an absolute majority of the votes in order to be elected. Several ballots may have been necessary to distribute all the seats; each voter had as many votes as there were seats to be allocated. From 1919 to 1999, proportional representation was used , in which the seats were allocated to the lists available for selection in proportion to all votes cast. The majority procedure has been in force again since 2003.

Name and number of seats

During the first Majorz era, in official use, consecutive numbering was used throughout Switzerland, arranged according to the order of the cantons in the Swiss Federal Constitution . The constituency of Appenzell Ausserrhoden was number 26 from 1851, number 27 from 1872 and number 28 from 1881; the numbering has not been used since 1919.

Due to the population development, the number of seats available to the constituency of Appenzell Ausserrhoden varied:

  • 1848 to 1881: 2 seats
  • 1881 to 1931: 3 seats
  • 1931 to 2003: 2 seats
  • since 2003: 1 seat
