The National Council elections for the 47th legislative period took place on October 19, 2003. This page provides an overview of the results in the cantons (parties, votes, share of the vote, seats).

Notes on voter numbers

In the multi-person constituencies (20 cantons with a total of 194 out of 200 seats), each voter has as many votes as there are seats available in his canton (34 in the canton of Zurich, 2 in the canton of Jura). He can assign these votes to any candidate on the lists that are standing for election ( panaschieren ). One vote for a candidate is also one vote for his party. If a voter has not given all of his votes to candidates, these votes go to the list chosen by him as so-called "additional votes". If the voter does not select a list (but uses a so-called "ballot slip without party name"), unused votes expire (so-called empty votes). In order to obtain results that are comparable across cantons, the so-called "voter count" is used here. This is obtained by dividing the votes by the number of seats. But because a voter can distribute his votes to several parties, there are 1/2, 1/3, etc. votes. The whole voter counts given below are rounded values. These do not represent more than a statistical fiction. An Aargau "voter" can also consist of 15 people who each have one candidate from the party concerned on their list.

Canton of Appenzell Ausserrhoden (1 seat)

The canton of Appenzell Ausserrhoden had to give up one seat due to the population development and for the first time had only one seat. The majorz system applied in the canton of Appenzell Ausserrhoden. In principle, every Swiss voter can therefore be elected, whether or not they have registered for the elections in the canton of Appenzell Ausserrhoden.

Canton of Appenzell Innerrhoden (1 seat)

The majorz system applied in the canton of Appenzell Innerrhoden. In principle, every Swiss voter can therefore be elected, whether or not they have registered for the elections in the canton of Appenzell Innerrhoden. The previous National Councilor Arthur Loepfe was the only candidate nominated by an official party.

The two lists "Groupe politique 60plus" and "Active senior citizens" had no party designation. Nevertheless, they can clearly be attributed to the FDP or SVP.

Canton of Valais (7 seats)

In the canton of Valais there is a special feature that all larger parties have independent parties for the German-speaking Upper Valais and the French-speaking Lower Valais. In 2003 there were even four Valais parties within CVP Switzerland: CVP Unterwallis, CVP Oberwallis, CSP Oberwallis and CSP Unterwallis. Since these parties are not just regional lists, but rather independent parties with a life of their own, they are listed separately here.

List connections existed between all SP lists and the Greens between the CVP Oberwallis and the CVP Unterwallis and between all SVP lists. Sublist links existed between all SP lists. The CSP Oberwallis closed against it, although belonging to the same national party, no list connections with the two CVPs. This is also the reason why the C parties with their 47.9% only received three (and not four) seats in the National Council.

A list connection existed between alternatives and SP. Because of this left list connection, the alternatives won the National Council seat and not the FDP, which had received significantly more votes.
