Swiss parliamentary elections 1999
The 1999 Swiss parliamentary elections took place on October 24, 1999. The 200 mandates of the National Council and 40 of the 46 mandates in the Council of States were to be newly awarded. This 46th legislative period lasted four years until October 2003.
In the National Council there was a landslide victory for the Swiss People's Party . The SVP won 15 seats and was able to gain particularly in those cantons in which it was only founded during the 1990s (mainly medium-sized and small cantons in German-speaking Switzerland ). It went from being the fourth largest to the strongest party.
The big losers in this development were the small far-right parties: The Freedom Party lost four fifths of its votes and all seven seats in the National Council; the Swiss Democrats were left with a single National Council.
The three big traditional parties SP , FDP and CVP remained more or less stable. This also applied to the Swiss Green Party , which between 1995 and 1999 practically all the remaining small green alternative cantonal parties had joined (the most important of which was the Green Alliance of Bern ).
The National Ring of Independents , a traditional social-liberal opposition party, entered in 1999 under the name of the List of Independents and achieved only one mandate. He decided to dissolve himself in December 1999.
The changes in the Council of States were less dramatic. The Landesring and the Liberal Party of Switzerland lost their representation in the small chamber, and for the next eight years the four Federal Council parties (FDP, CVP, SVP and SP) remained to themselves.
Election mode
National Council
The national councils have been elected according to the proportional representation system since 1919 . H. the seats are distributed in the individual cantons according to the proportion of voters on the party lists and only within the list according to the individual votes. The number of seats per canton is determined based on the number of inhabitants.

Council of States
Every canton has elected two representatives for the Council of States since 1848 ( half-cantons : one representative). The elections to the Council of States are based on cantonal law. With the exception of the canton of Jura, all cantons apply the majority vote . With the exception of the cantons of Appenzell Innerrhoden , Graubünden , Obwalden and Zug , the representatives of the cantons were also elected on October 24th.
