Bundeshaus in Bern:
seat of the Swiss parliament

The Swiss parliamentary elections in 1967 took place on October 29, 1967. The 200 mandates of the National Council and 31 of the 44 mandates in the Council of States were to be newly awarded. This 38th legislative period lasted four years until October 1971. It was the last National Council elections in which only men were entitled to vote .

The big election winner was the Landesring der Independentigen (LdU), whose representation in the National Council rose from 6 to 16 National Councilors and which won a seat on the Council of States in the Canton of Zurich. This was the best result in the party history of the Landesring. Small parties on the left and right of the political spectrum also grew. For the first time since 1953, the Communist Labor Party regained parliamentary strength. At the other end of the political spectrum, James Schwarzenbach was elected to the National Council as the first representative of the "National Action Against Foreign Immigration and Immigration" (now Swiss Democrats ).

In the National Council there were exceptionally high losses for the Social Democrats . However, the SP only lost 2 seats. The other governing parties KCVP (today CVP), FDP and BGB (merged into the newly founded SVP in 1971) also suffered minor losses.

In the canton of Valais , the Social Democratic National Councilor Karl Dellberg , whom his party did not want to nominate for another term of office, ran on a separate list (Socialist People's Party - parti socialiste populaire) and was elected. In the National Council, Dellberg rejoined the Social Democratic Group .

There were no major changes in the Council of States. BGB and LdU each gained 1 seat, the SP lost 1 seat.

The turnout in the National Council elections in 1967 reached 65.7%, its lowest level at the time since the introduction of proportional representation in 1919, but fell even further in subsequent elections and reached its preliminary low in 1995 .

Election mode

National Council

The national councils have been elected according to the proportional representation system since 1919 . H. the seats are distributed in the individual cantons according to the proportion of voters on the party lists and only within the list according to the individual votes. The number of seats per canton is determined based on the number of inhabitants.

Council of States

Every canton has elected two representatives for the Council of States since 1848 ( half-cantons : one representative). The elections to the Council of States are based on cantonal law. In most of the cantons, the cantons were also elected on October 29th. There were several second ballots. In the cantons of Appenzell Innerrhoden , Glarus , Nidwalden and Obwalden , the municipalities elected the Council of States. The cantons of Graubünden (electoral period from 1968 to 1972) and Zug (1966–1970) had different election dates. In the cantons of Bern , Friborg and Neuchâtel , the Council of States were elected by the cantonal parliament. Women were eligible to vote in the cantons of Basel-Stadt, Geneva and Vaud; In these cantons, a total of three women ran (unsuccessfully) for the Council of States.
