Swiss parliamentary elections 1999 / Results of the National Council elections

The National Council elections for the 46th legislative period took place on October 24, 1999. This page provides an overview of the results in the cantons (parties, votes, share of the vote, seats).

Notes on voter numbers

In the multi-person constituencies (in the 1999 elections there were 21 cantons with a total of 195 out of 200 seats), each voter has as many votes as there are seats available in his canton (34 in the canton of Zurich, 2 in the Jura canton). He can assign these votes to any candidate on the lists that are standing for election ( panaschieren ). One vote for a candidate is also one vote for his party. If a voter has not given all of his votes to candidates, these votes go to the list chosen by him as so-called "additional votes". If the voter does not select a list (but uses a so-called "ballot slip without party name"), unused votes expire (so-called empty votes). In order to achieve results that are comparable across all cantons, the so-called "voter count" is used here. This is obtained by dividing the votes by the number of seats. But because a voter can distribute his votes to several parties, there are 1/2, 1/3, etc. votes. The whole voter counts given below are rounded values. These do not represent more than a statistical fiction. An Aargau "voter" can also consist of 15 people who each have one candidate from the party concerned on their list.

List connections existed between SVP, FDP and CVP, between SP and Greens, between SD and FPS and between EVP, LdU and EDU. The latter list connection is the reason that the EPP received a seat, while the Greens received nothing despite more votes.

Canton of Appenzell Innerrhoden (1 seat)

The majorz system applies in the canton of Appenzell Innerrhoden. In principle, every Swiss voter can therefore be elected, whether or not they have registered for the elections in the canton of Appenzell Innerrhoden. The previous National Councilor Arthur Loepfe was the only candidate nominated by an official party.

List connections existed between SVP and FDP, between SP and Greens, between SD and FPS, between CVP, LdU and ARP, and between EDU and New List. Because of the CVP-LdU-ARP list connection, the CVP was able to hold its seat, while the Freedom Party did not win, despite a little more votes.

List connections existed between CVP and FDP as well as between SP, CSP, DSP and Independence Solidarity. A sub-list connection existed between the CSP, DSP and Independence Solidarity. Because of their list connections, the CSP received a seat and the SVP none, although the SVP had received slightly more votes.

The majority system with silent elections applies in the canton of Obwalden . If only one candidate registers, this is automatically considered elected. There will be no polling. Since only the previous National Councilor Adalbert Durrer had registered for the National Council elections in the canton of Obwalden, this was exactly the case.

List connections existed between the CVP and the FDP, between the SP, the Greens and the LdU, between the SVP and the "Free Citizenship" list and between the SD, EDU and the Auto Party. A sub-list connection existed between the Greens and the LdU. The list connection between the CVP and the FDP meant that the CVP won four seats and the SVP, despite slightly more votes, only three.

6thIncluding the list “young-green-independent”. This was apparently a list of young people who were apparently close to the Greens as well as those who were close to the LdU or who were non-party. Here they are assigned to the Greens because they are most likely to belong to this party and this makes more sense than leading them as a separate group. This also explains a difference to the information provided by the Federal Statistical Office.

Canton of Valais (7 seats)

In the canton of Valais there is a special feature that all larger parties have independent parties for the German-speaking Upper Valais and the French-speaking Lower Valais. In 1999 there were even four Valais parties within CVP Switzerland: CVP Unterwallis, CVP Oberwallis, CSP Oberwallis and CSP Unterwallis. Since these parties are not just regional lists, but rather independent parties with a life of their own, they are listed separately here.
