Swiss parliamentary elections 1995
The Swiss parliamentary elections in 1995 took place on October 22, 1995. The 200 mandates of the National Council and 39 of the 46 mandates in the Council of States were to be newly awarded. This 45th legislative period lasted four years until October 1999.
In the National Council there were exceptionally high profits for the Social Democrats . The SP won 15 seats, making up for the losses of the 1980s. Another winner was the Swiss People's Party , which gained four seats; in several cantons such as St. Gallen, Lucerne and Schwyz it was the first to appoint national councilors.
The social democratic gains were mainly at the expense of the Greens , which lost six seats in the National Council.
There were no major changes in the Council of States. The SP added 2 seats (from 3 to 5), the Lega dei Ticinesi lost its only Council of States seat after four years.
The turnout in the 1995 National Council elections was 42.5%, its lowest level ever.
Election mode
National Council
The national councils have been elected according to the proportional representation system since 1919 . H. the seats are distributed in the individual cantons according to the proportion of voters on the party lists and only within the list according to the individual votes. The number of seats per canton is determined based on the number of inhabitants.

Council of States
Every canton has elected two representatives for the Council of States since 1848 ( half-cantons : one representative). The elections to the Council of States are based on cantonal law. With the exception of the canton of Jura, all cantons apply the majority vote . With the exception of the cantons of Appenzell Innerrhoden , Graubünden , canton Obwalden , Nidwalden and Zug , the representatives of the cantons were also elected on October 24th.
