This article contains the results of all elections relevant to the composition of the Swiss Council of States during the 48th legislative period (October 2007 – October 2011) . This includes the ordinary elections held together with the National Council elections on October 21, the replacement elections for council members who resigned or died during their term of office as well as the ordinary elections held earlier in the cantons of Zug and Appenzell Innerrhoden, the winners of which (also) were on the council between 2007 and 2011 sat.
Electoral system

The Swiss Constitution establishes in Article 150 that the election and term of office of members of the Council falls within the competence of the cantons.
However, there is a certain degree of standardization. In all cantons, the Council of States is elected directly by the people: in the canton of Appenzell Innerrhoden at the regional municipality , in all other cantons at the ballot box. The councils of states of the canton of Jura are elected by proportional representation ( proportional representation ), in all other cantons in the 48th legislature the majority process ( majority voting ) applied. A system with two ballots usually applies: In the first ballot, a candidate must achieve the (differently calculated) absolute majority in order to be elected . In the second ballot, a relative majority is sufficient : then whoever received the most votes is elected.
In all cantons except Appenzell Innerrhoden and Zug, the elections to the Council of States for the 48th legislative period took place together with the elections to the National Council on October 21, 2007. For the two cantons of Appenzell Innerrhoden and Zug, the last Council of States elections before October 21, 2007 are also listed. This is because the winners of those elections sat in the Council of States precisely because of this election victory during the 48th legislative period.

Ordinary election 2007 (April 29, 2007)
Ivo Bischofberger was elected to the Landsgemeinde on April 29, 2007 . He was supported by the CVP , the group for Innerrhoden , the farmers' association and all associations from Oberegg .
Ivo Bischofberger defeated Paul Wyser, who had joined the SVP shortly after the election and was supported by the trade association and the trade and industry association alongside the SVP. Government councilor Stefan Sutter , also a CVP member and supported by the workers' association, left earlier .
Because the Landsgemeinde will vote more openly, no exact proportions of votes can be given.
Ordinary election 2011 (May 1, 2011)
CVP Councilor Ivo Bischofberger was re-elected to the Landsgemeinde on May 1, 2011. The SVP had proposed Landammann Daniel Fässler (also a CVP member). However, the latter stated that he was not available.
Because the Landsgemeinde will vote more openly, no exact proportions of votes can be given.

Substitute election Sommaruga, 1st ballot (February 13, 2011)
Because Councilor of States Simonetta Sommaruga had been elected to the Federal Council , a replacement election was necessary, which took place on February 13, 2011. None of the candidates achieved an absolute majority of 175,612 votes, so a runoff was necessary.
Substitute election Sommaruga, 2nd ballot (March 6, 2011)
Because none of the candidates had an absolute majority in the first ballot on February 13th, a runoff election had to take place on March 6th. In this run-off election, the relative majority applied, which means that whoever received the most votes was elected.
Ordinary election, 1st ballot (October 21, 2007)
Because only Urs Schwaller achieved the absolute majority of 40,704 votes in the first ballot , a second ballot had to be scheduled.
Ordinary election, 2nd ballot (November 5, 2007)
Because only Urs Schwaller achieved the absolute majority in the first ballot , a second ballot had to be scheduled. Because only Alain Berset registered for this second ballot , Berset was declared to have been elected to the Council of States in a silent vote .

Because no candidate achieved the absolute majority in the first ballot, a second ballot took place on November 11, 2007. The relative majority applied, meaning that the two candidates who received the most votes were elected.
Replacement election Ory (August 12, 2009)
After Councilor Ory was elected to the Neuchâtel State Council in April 2009 , a replacement election was necessary. Only Didier Berberat signed up for this election . Berberat was therefore declared to have been elected to the Council of States by silent vote .
Substitute election Burkhalter, 1st ballot (January 17, 2010)
Because Councilor Burkhalter was elected to the Federal Council in September 2009 , a replacement election was necessary. Because no candidate achieved an absolute majority of 19,227 votes in the first ballot; a second ballot had to be scheduled.
Alternative election Burkhalter, 2nd ballot (January 20, 2010)
Because no candidate had achieved an absolute majority in the first ballot, a second ballot was scheduled. Because only Raphaël Comte registered for this second ballot , Comte was declared on January 20th as a silent election to the Council of States.

Only Government Councilor Paul Niederberger registered for the elections to the Council of States on October 21, 2007 in the canton of Nidwalden . Niederberger was then declared on September 4, 2007 by the government council as having been elected to the Council of States by silent vote .

For the elections to the Council of States on October 21, 2007, only the incumbent Councilor of States, Hans Hess , registered in the canton of Obwalden . Hess was then declared on September 24, 2007 by the government council as having been elected to the Council of States by silent vote .

Ordinary election (October 29, 2006)
In the Canton of Zug, the Council of States elections traditionally did not take place together with the National Council elections, as in most of the other cantons, but a year beforehand. That is why the two Zug Councils of States were elected in 2006. This was changed in 2007 and the term of office of the Council of States elected in 2006 was temporarily extended to 2011. Because the elections on October 29, 2006 determine the Zug Council of States delegation for the entire 2007/2011 legislative period, the results of these elections are also listed.
