Results of the Council of States elections (2011-2015)
This article contains the results of all elections relevant to the composition of the Swiss Council of States during the 49th legislative period (October 2011 – October 2015) . This includes the ordinary elections held together with the National Council elections on October 23, the replacement elections for members of the Council who resigned or died during the term of office and the ordinary renewal elections in the canton of Appenzell Innerrhoden on May 5, 2011, on which the Appenzell Council of States for the period from 2011 to Was elected in 2015.
Electoral system
More detailed on this: Council of States - electoral procedure
The Swiss Constitution establishes in Article 150 that the election and term of office of members of the Council falls within the competence of the cantons.
However, there is a certain degree of standardization. In all cantons, the Council of States is elected directly by the people: in the canton of Appenzell Innerrhoden at the regional municipality , in all other cantons at the ballot box. The councils of states of the canton of Jura and (for the first time in 2011) the canton of Neuchâtel are elected using proportional representation ( proportional representation ), in all other cantons the majority procedure ( majority voting) applied in the 49th legislature . A system with two ballots usually applies: In the first ballot, a candidate must achieve the (differently calculated) absolute majority in order to be elected . In the second ballot, a relative majority is sufficient : the person who has received the most votes is elected.
In all cantons except Appenzell Innerrhoden, the elections to the Council of States for the 49th legislative period took place together with the elections to the National Council on October 23, 2011. For the canton of Appenzell Innerrhoden, the elections to the Council of States on May 5, 2011 are also given. This is because the person elected there sits on the Council of States during the 49th legislative period.
