The Swiss parliamentary elections in 1991 took place on October 20, 1991. All 200 mandates of the National Council as well as the majority of the mandates in the Council of States were to be reassigned. This 44th legislative period lasted four years until October 1995.

The average turnout in the 1991 National Council elections was 46.0%, with cantonal values ​​between 23.6% in Nidwalden and 69.0% in Schaffhausen.

The right-wing protest parties were the winners. The Auto Party rose from two to eight national councilors and doubled its share of the vote. In Ticino, the newly founded Lega dei Ticinesi immediately won two national and one Council of States seats. The evangelical-conservative Federal Democratic Union was able to set up a national council for the first time. SVP and Swiss Democrats (SD) also won. On the other hand, the Green Party was also able to gain, but its profits were mainly at the expense of the small left-wing alternative groups. The biggest losers in the National Council elections were the FDP, the CVP and the Landesring (LdU).

In the elections to the Council of States, the FDP triumphed (+4 seats), which for the first time since 1935 replaced the CVP as the strongest party in the small chamber.

National Council

The national councils have been elected according to the proportional representation system since 1919 . H. the seats are distributed in the individual cantons according to the proportion of voters on the party lists and only within the list according to the individual votes. The number of seats per canton is determined based on the number of inhabitants.

Council of States

Every canton has elected two representatives for the Council of States since 1848 (former half-cantons : one representative). The elections to the Council of States are based on cantonal law. In most of the cantons, the cantons were also elected on October 20th. In the cantons of Appenzell Innerrhoden , Glarus , Nidwalden and Obwalden and Appenzell Ausserrhoden , the municipalities elected the Council of States in the spring. In all other cantons, the Council of States was determined by ballot ballots. Usually on the same day as the National Council elections. The cantons of Graubünden and Zug had different dates .
