politics

Amstutz was from January 1993 to May 1998 the council president of Sigriswil, from 1998 to 2003 Grand Councilor of the Canton of Bern .

In the 2003 elections he was elected to the National Council and was confirmed in the 2007 elections with the best result of all candidates in the canton of Bern. From March 2008 to May 2012 he was one of five Vice-Presidents of SVP Switzerland. In November 2008, the SVP of the Canton of Berne proposed him alongside Andreas Aebi as a candidate for the successor to Federal Councilor Samuel Schmid .

After the Bernese Council of States Simonetta Sommaruga ( SP ) was elected to the Federal Council in September 2010 , Amstutz ran for her seat in a substitute election and was elected in the second ballot on March 6, 2011 with a narrow margin over the SP candidate Ursula Wyss . In the ordinary renewal of the Council of States due in autumn 2011, he achieved the best result of all candidates in the first ballot on October 23, 2011, but did not achieve the absolute majority. In the second ballot on November 20, 2011, he ended up in third place behind the previous Werner Luginbühl (BDP) and Hans Stöckli (SP) and was therefore not re-elected. Since he was also a candidate for the National Council on October 23, 2011 and achieved the best result of all candidates in the canton of Bern in this election, he has been a member of the National Council again since December 5, 2011.

From January 21, 2012 to November 17, 2017, he chaired the SVP parliamentary group in the Federal Assembly. In 2019 he was campaign manager for SVP Switzerland. However, since he himself no longer ran for the federal elections on October 20, 2019 , he left the National Council at the end of 2019.

Amstutz has been the central president of the Swiss commercial vehicle association ASTAG since 2008 .
