Anton "Toni" Brunner (born August 23, 1974 in Wattwil ; entitled to live in Hemberg and Ebnat-Kappel ) is a Swiss politician ( SVP ) and farmer .

Life and work

Toni Brunner is the youngest of five children in a farming family. His father was a member of the Free Democratic Party . Brunner is a farmer in Ebnat-Kappel . Toni Brunner was a founding member of the SVP of the Canton of St. Gallen in 1992. From 1993 to 1998 he was President of SVP Obertoggenburg. He was elected to the National Council in the Swiss parliamentary elections in 1995 at the age of 21 and re-elected in the 1999 , 2003 , 2007 , 2011 and 2015 elections. From 1998 to 2008 he was President of the SVP of the Canton of St. Gallen, and from 2000 to 2008 he was Vice President of SVP Switzerland. On March 1, 2008, Brunner was elected as the successor to the resigning Ueli Maurer as the new party president of SVP Switzerland. In January 2016, he announced his resignation from this position effective April 23, 2016.

His candidacy for the Council of States in 2007 failed: With 68,667 votes, he reached third place in the second round of elections - behind the previous ones Erika Forster (FDP) and Eugen David (CVP) - after being ahead of them in the first round would have. In August 2011, SVP sent Brunner back into the running for a seat on the Council of States. In the second ballot on November 27, 2011, he only achieved second place with 53,308 votes behind SP National Councilor Paul Rechsteiner (54,616 votes).

Brunner is a member of the Commission for the Environment, Spatial Planning and Energy as well as of the delegation for relations with the Landtag of the Principality of Liechtenstein .

On November 23, 2018, after 23 years in the National Council, Brunner submitted his resignation at the end of the year.

Immunity waiver proceedings

In autumn 2007, the National Council's business audit commission filed criminal charges against unknown persons because of the breaches of official secrecy, which led to the publication of some of their confidential meeting minutes in connection with the Roschacher affair . The Extraordinary Public Prosecutor Pierre Cornu, appointed by the Federal Council to investigate, asked the National Council to lift Toni Brunner's parliamentary immunity in order to be able to initiate criminal proceedings against him for breach of official secrecy. Brunner confirmed that he had gone to the General Secretary of the FDJP concerned a few days before the report was published . Knowing that the report was one-sided, he wanted to get an idea of ​​what was happening in the FDJP. The National Council approved with a clear majority the motion of its preliminary legal committee to lift Brunner's (relative) parliamentary immunity. The Council of States - following its preliminary advisory commission on legal issues - also clearly rejected the lifting of immunity. In the difference adjustment procedure, both councils stuck to their decisions, with the result that on June 10, 2009 the final decision was made not to lift the immunity. Brunner himself accused the investigating and political authorities of blatant procedural errors and filed a complaint with the Federal Criminal Court at the end of October 2008 . However, this was rejected on the grounds that it was formally inadmissible and its content was "absurd".
