Horse meat scandal in Europe in 2013

During the horse meat scandal in Europe in 2013 , foods declared as beef products were found in various European countries that contained up to 100% undeclared horse meat . In the course of the investigations, partially undeclared proportions of other types of meat such as pork and drugs such as phenylbutazone were detected. Frozen foods and sauces with minced meat such as lasagna , Bolognese sauce and similar products were particularly affected .

The scandal began on January 15, 2013 in the United Kingdom , where there is a food taboo on horse meat . Products with horse meat were also found in Ireland . On February 7, 2013, Findus announced that in a sample of 18 packs of ready-to-use lasagna made in the UK and Sweden , eleven contained between 60 and 100 percent horse meat. The manufacturer in this case was the French company Comigel . They obtained minced beef from the French company Spanghero , which bought the meat from the Cypriot trader Draap Trading . This company is owned by one on the British Virgin Islands -based company and is run by a Dutchman, who as early as 2012 to a prison term because of the sale of South American horse meat as halal was sentenced -Rindfleisch.

On February 14, three men were arrested in Yorkshire on suspicion of circulating horse meat. In the meantime, incorrectly declared products from several manufacturers have been found in various European countries, including France and German-speaking countries .

In addition to ethical problems, there was initially also a particular fear that the horse meat might get medication into the food if it was a question of recycled sport horses (which are not subject to the strict controls for animals for slaughter). At least since the origin of the goods traded via Cyprus-France was clarified, this suspicion has largely been dispelled.

As a result of the scandal, the EU Commission announced that measures will be taken and the declaration requirement will be tightened in order to be able to more easily prevent abuse. In autumn 2013, however, the EU Commission determined that an additional designation of origin would make meat up to 50 percent more expensive at the expense of the consumer and that it was therefore against a more detailed designation of origin.

According to the Union fédérale des consommateurs , the largest French consumer organization , the meat originally came from Romania . According to the organization was on 21 January 2019 before the Tribunal de Grande Instance in Paris, a twelve-day trial of four accused, because organized band fraud and deception added. Accordingly, the trial was brought against the former manager of Spanghero Jacques Poujol, his director Patrice Monguillon and two Dutch traders, Johannès Fasen (Draap Trading Company) and Hendricus Windmeijer (Windmeijer Meat Trading BV Company). Johannès Fasen and Jacques Poujol were sentenced to two years and six months in prison, respectively, and the other two men were given suspended sentences.

Affected countries

Germany

German supermarket chains such as Rewe , Aldi Nord , Aldi Süd , Eismann , Edeka , Kaiser’s , Lidl , Metro , Tengelmann and Konsum Leipzig took products containing horse meat from the market, including goulash , ravioli and lasagne . Horse meat has also been found in ravioli and tortellini from Nestlé's Buitoni brand . Horse meat has also been found several times in kebab kebabs on a rotisserie in Berlin. The public prosecutor's office in Oldenburg investigated the German Nestlé supplier Schypke on suspicion of violating the Food and Feed Act and carried out a search at Schypke. The proceedings have since been discontinued.

In Austria, undeclared horse meat was detected for the first time at the supermarket chain Lidl, which tortellini purchases from the Hilcona company in Liechtenstein . On February 20, horse meat was found in samples of a Carinthian butcher who supplies supermarket chains throughout Austria with Carinthian house sausages and Lavanttaler farm sausages . The next day horse meat from Canada was also found in the Carinthian warehouse of the butcher's shop. In some of the examined sausages, a horse meat content of up to 27% was measured. In Vienna, horse meat was also found in doner kebabs that were delivered from Slovakia .

According to Russian reports, undeclared horse meat was also found in Austrian deliveries of sausage products to Russia . The Linz company Landhof was named as the supplier . While the Austrian authorities requested evidence and analysis documents from Russia, Landhof had his goods examined by independent laboratories, which did not confirm this finding.

Switzerland

In Switzerland, the retailer Coop was affected by incorrectly declared meat in its own brand of frozen lasagna imported from Luxembourg .

Czech Republic

On February 20, the Nowaco brand lasagna was removed from Tesco's range after horse meat was found in lasagna for the first time in the Czech Republic . In the restaurant of the furniture chain IKEA in Brno , horse meat was found in the traditional Swedish meatball dish Köttbullar , which is supposed to contain pork and beef. It was made in Sweden. IKEA subsequently withdrew from sales in almost all European markets.

European Union

The consumer protection ministers of the European Union wanted to discuss stricter labeling requirements on February 25th.

Germany

The German consumer protection minister Ilse Aigner ( CSU ) reacted to the scandal with a “national action plan”. According to this plan, the labeling of food is to be expanded. Consumers should be able to find out about food that has been recalled via an Internet site and a telephone hotline.

The CDU - Bundestag member Hartwig Fischer struck in February 2013. Do not discard the non-hazardous horse meat products, but re-declared to the boards to distribute to the needy. Church aid organizations criticized these proposals by Fischer. The “proposal [is] disrespectful to the needy” and “it [is] not to be expected of“ needy ”people to feed on food that is no longer for sale ”.

United Kingdom

In the UK , the government is said to have been informed as early as 2011 that horse meat and the drug phenylbutazone were found in human food.

Austria

In response, Health Minister Alois Stöger called for new statutory criminal offenses to be able to prosecute people who “knowingly put adulterated food on the market” with up to one year in prison.

Justice Minister Beatrix Karl spoke out against a revision of the criminal law , as the need to tighten the criminal offenses was not yet given. The Ministry of Justice also pointed out that wrongly declared foods would be investigated for fraud anyway.
