Port-Louis ( Guadeloupe Creole : Pòlwi ) is a municipality with 5,704 inhabitants (as of January 1, 2017) in the French overseas department of Guadeloupe . It is a member and seat of the Communauté d'agglomération du Nord Grande-Terre .
