The RATP ( Régie autonome des transports Parisiens ) is the state operator of local public transport in Paris and the surrounding area. The RATP transports around 3 billion passengers annually in the greater Paris area (2010), but is also active as a national and international transport company outside its home area of Paris .
History and mission
The RATP was founded in 1949 to bring together under one roof the underground and above-ground public transport systems in Paris, some of which were previously operated by private companies such as the Chemin de fer métropolitain de Paris (CMP) . It has the legal status of an Établissement public à caractère industriel et commercial (EPIC) .
RATP fulfills its transport mandate as the sole operator of the transport infrastructure within the framework of long-term usage contracts with the responsible authorities for local transport in the greater Paris area , the Syndicat des transports d'Île-de-France (STIF), which is managed by the Région Île-de-France and its eight departments of Essonne , Hauts-de-Seine , Paris , Seine-Saint-Denis , Seine-et-Marne , Val-de-Marne , Val-d'Oise and Yvelines . The sole rights of use of the RATP were last guaranteed by law for a period of 15 to 30 years with effect from December 3, 2009 (15 years for buses, 20 years for trams, 30 years for metro and RER).

In the Paris area
Lines
The transport network operated by the RATP in the greater Paris area currently includes:
- the 16 lines of the Métro (including two driverless) with a length of 219.9 km (including 169 within the city limits of Paris) and 303 stations
- eight tram lines with a length of almost 100 km (as of the end of 2014)
- Part of the RER network : Line A (with the exception of the branches Nanterre-Préfecture - Cergy-le-Haut and Nanterre-Préfecture - Poissy) and Line B (with the exception of the section north of Gare du Nord station ), d. H. just over 115 km
- a bus network (351 lines with a length of 3861 km) that serves almost the entire metropolitan area (569 km of which are within the city limits of Paris)
- two bus lines à haut niveau de service (comparable to the German Metrobus concept): the line ' Trans-Val-de-Marne (TVM) with a length of 19.7 km and the RATP line 393 with a length of 11, 7 km
- the Montmartre funicular (108 meters long for a 38-meter difference in altitude)
- Sqybus , the local bus network in the municipality of Saint-Quentin-en-Yvelines , the largest urban bus network in the Île-de-France region outside Paris
- L'Open Tour offers hop-on-hop-off city tours through Paris on four lines with a total of 50 stops (to get on and off as you like while the ticket is valid) in double-decker buses. Around 300,000 tourists are transported annually.

The planned switch to more environmentally friendly buses by 2025
In 2014, a total of 4,500 buses were on the road on behalf of the RATP - most of them with diesel engines. They carried more than a billion passengers a year. The RATP invests 100 million euros annually in the renewal of the bus fleet.
In view of the smog days in March 2014, on which public transport in Paris could be used free of charge due to high air pollution, which resulted in a daily loss of around four million euros for the RATP, the management of the RATP decided to switch to more environmentally friendly vehicles in the future to change: In 2025 the last pure diesel bus is to disappear from the RATP portfolio. At the end of 2013, an option for the delivery of 300 diesel buses was confirmed, but no more diesel buses are to be purchased beyond this. In 2025, 20 percent of the buses are to run on natural gas , the rest as hybrid or fully electric vehicles. In consultation with the electricity supplier EDF , four bus routes are initially to be served entirely by electrically operated buses with different technologies. It is assumed that from 2020 the range of manufacturers will be so large that fully electric buses can be ordered at an acceptable price from then on.
Outside the Île-de-France
Outside of Île-de-France, RATP operates through its subsidiary RATP Développement (RATP Dev for short) in twelve countries and in more than 30 cities, districts and departments in France.
In France, outside of the greater Paris area
The RATP group operates various French transport networks outside the greater Paris area. These include the following city bus networks:
- Annemasse
- Boulogne-sur-Mer
- Bourges
- Charleville-Mezieres
- La Roche-sur-Yon
- Vierzon
- west of Paris, the wholly owned subsidiary Cars Jacquemard operates regular services in the Dreux , Vernon , Gisors , Les Andelys and Louviers area ; 72 buses are used on 56 lines and cover 4 million km annually

Europe

Greater London :
- RATP Dev has three subsidiaries here: London United Busways , Epsom Coaches , which was acquired in April 2012, and London Sovereign Ltd, acquired in 2014 . The companies operate on behalf of Transport for London (TfL). More than 1000 buses are in use on 81 lines, assigned to 10 different depots.
- In September 2014 RATP Dev took over the city tour company The Original Tour Ltd from Arriva , which was founded in 1951 and operates double-decker buses for sight-seeing tours through London. With 90 double-deck buses, more than a million tourists are transported annually on three circular routes and three connecting lines to the major train stations.
- Manchester Metrolink , the light rail system in the Greater Manchester area (August 2011 to July 2017)
- part of Bournemouth's city bus network (the " Yellow Buses ") (132 vehicles, 14.5 million passengers per year)
- the Bath Bus Company operates the sightseeing buses of Bath , Eastbourne , Windsor and Cardiff (30 vehicles, 81 equivalents)
- the Florence tram and significant stake in the regional rail transport company LFI
- RATP Dev owns 39.5% of the shares in Dolomiti Bus , this company operates the bus network in Belluno , the capital of the Italian province of Veneto and two neighboring municipalities (217 vehicles, 11 million passengers per year; 8 million km per year (figures from 2008))

- Gautrain , the regional rail system in the greater Johannesburg area (as part of a consortium with local partners)

America
- the city bus network in Austin (Texas) (79 lines, 250 vehicles, 21 million passengers per year)
- In 2014 the first line of the tram went into operation in Washington , the tender for operation and maintenance was transferred to RATP Dev in July 2012.
- RATP has a majority stake in McDonald Transit Associates through its subsidiary RATP Dev America . This company, founded in 1972, is an umbrella company for inner-city and inter-city public bus transport in 15 states in the southern and western United States. It employs around 3,000 people.
Asia
- Seoul Subway Line 9 (as part of a consortium with Transdev )
- the Hong Kong tram is managed by Veolia Transport - RATP Asia (50% owned by Veolia and RATP Dev) (163 double-decker trams, 230,000 passengers per day)
- The operation of Line 1 of the Manila subway was entrusted to the RATP by the Light Rail Manila Consortium .
- Metro Mumbai Line 1 is operated by Metro One Operation Pvt. Ltd. (MOOPL) operated. It is 70% owned by a joint venture owned by RATP Dev and Transdev . The remaining shares are held by an Indian partner.
The participation in trans regio in Germany, which existed until 2011, was transferred to the partner Transdev (then Veolia Transport ). In addition, the RATP group in Germany applied for the operation of the sub-network “Ring” of the S-Bahn Berlin in the tender which has been running since April 2013 .
criticism
State monopoly
As the operator of a state monopoly, the RATP is criticized by competitors in public tenders and viewed as problematic in terms of competition policy; Due to their sometimes very long usage contracts, the operation of the Métro and RER in Paris, for example, does not have to be publicly tendered until 2039, while the RATP itself can participate in tenders nationally and internationally as a public transport operator.
