Radio AGORA is the only non-commercial radio station in Carinthia . The program is ad-free and monolingual, bilingual and multilingual and is produced and designed within the framework of open access by interested independent radio producers from all age and social groups. For the Slovene ethnic group there is a twelve-hour program in Slovene during the day . The Slovenian editorial team of ORF Landesstudio Kärnten organizes eight hours of the daily broadcast and radio AGORA 105.5 broadcasts a program moderated in Slovenian for four hours , which is designed by both editorial staff and freelance radio producers. In order to promote mutual interest and understanding of the culture and language between the two population groups, radio AGORA 105,5 also moderates programs and, above all, live broadcasts in the evening in Slovenian and German . From 6:00 p.m. to 6:00 a.m., the program is designed in one, two and more languages by independent radio producers. The abbreviation AGORA stands for “Arbeitsgemeinschaft open radio” as well as “Avtonomno gibanje odprtega radia”. At the same time, it is based on the Greek word agora , which denotes the central meeting place and marketplace in ancient Greece . The radio is run by a non-profit association that was founded in 1989. The full name of the association is “AGORA-Verein Arbeitsgemeinschaft offenes Radio / Avtonomno gibanje odprtega radia” (ZVR number 224485150), broadcast under the name “radio AGORA 105.5”.

history

Until the 1990s, there was still a broadcasting monopoly in Austria . Only the Austrian Broadcasting Corporation (ORF) was allowed to broadcast. Private radio operators and those interested in radio had to broadcast underground because there was no way of obtaining a license. The pirate radios were born. The AGORA association took the opportunity to broadcast a program from Italy to Carinthia / Koroška. From 1990 to 1991, a Slovene-German language program was broadcast on Saturdays and Sundays under the name “Drugačni radio za Koroško / the other radio for Carinthia”. In 1990 AGORA (along with four other complainants) lodged a complaint against the broadcasting monopoly at the European Court of Human Rights in Strasbourg . a. on the grounds that the broadcasting monopoly made access to the radio medium more difficult , especially for minorities . The breakthrough came in 1993 when the Lentia judgment declared the broadcasting monopoly in Austria inadmissible. This laid the foundation for non-commercial private radios (= free radios) and commercial private radios to broadcast in Austria. (The commercial broadcaster “Antenne Steiermark” started broadcasting in 1995 as the first private radio station).

In 1997, the AGORA association planned to apply for the advertised radio license for the "settlement area of ​​the Slovenian ethnic group in Carinthia". Since the commercial private radio "Radio Korotan GmbH" also wanted to apply for the same license, the two applicants agreed on a joint application and agreed to use the frequencies for twelve hours each, if they were approved. In order to comply with the legal guidelines, according to which the radio license cannot be divided but only awarded to one operator, the AGORA and Radio Korotan GmbH association founded a company, Agora Korotan AKO Lokalradio GmbH, in which both radio operators hold equal shares as shareholders and which appeared as the applicant to KommAustria.

In 1998 Agora Korotan AKO Lokalradio GmbH was approved for operation and, following an amendment to the Broadcasting Act on June 18, 2001, the radio license KOA GZ KOA 1.216 / 01-10 was granted for ten years. Agora Korotan AKO Lokalradio GmbH remained the license holder until June 20, 2011.

Radio AGORA 105.5 started broadcasting on October 26, 1998 (after the radio license was granted). Under the slogan “Svež veter v koroški eter / fresh wind in the Carinthian ether” or “Svobodni radio AGORA / das free radio AGORA”, twelve hours of programming were broadcast daily, with the Slovenian ethnic group based in Carinthia being included on an equal footing from the start.

In 2001 discussions were held with “Radio Korotan GmbH” and ORF at the same time. A jointly designed Slovenian-language program for the ethnic group was negotiated. As a result of this, the pilot project “Minority Radio in Carinthia” emerged as a cooperation between all three radio stations. From June 2001 to the end of 2002, a jointly designed Slovenian-language program was broadcast daily from 06:00 to 18:00 under the name “Radio dva”. From 6:00 p.m. to 6:00 a.m. radio AGORA 105.5 took over the bilingual and multilingual programming.

At the end of December 2002, the ORF ended the pilot project with Radio Korotan GmbH, which had since been renamed Radio Dva GmbH, and the AGORA association. In 2003, a jointly designed program continued to be broadcast under completely uncertain financial conditions, but above all, negotiations between the three radio operators about a resumption of cooperation were negotiated. Ultimately, it was also in the interests of the ORF to seek cooperation, since according to ORF-G § 4 Paragraph 5a since January 2002 it has been legally obliged to broadcast an appropriate program for the autochthonous ethnic groups in Austria, and this in accordance with ORF- G § 5 (1) can also be implemented in part with private providers. The negotiations came to a conclusion in spring 2004, and on March 21, the AGORA association began a new cooperation with ORF and the commercial private radio "Radio dva GmbH". A program moderated in Slovenian was broadcast from 6:00 am to 6:00 pm under the station name “Radio Dva-AGORA”. Radio AGORA 105.5 was responsible for the content for two hours a day with the title “AGORA Divan” from 1:00 to 3:00 p.m., Radio dva GmbH broadcasted from 10:00 a.m. to 12:00 p.m. and eight hours in between was designed by the Slovenian editorial team at the ORF regional studio Carinthia. In the evening from 6 p.m. to 6 a.m., radio AGORA 105.5 continued with the bilingual and multilingual free radio program. The cooperation, under which radio AGORA 105.5 produced twelve hours of programming daily, was concluded for the duration of the license period (June 2011).

In 2006, the regional cultural officer (BZÖ) AGORA promised a grant of € 15,000 for the implementation of a twelve-hour jazz event with over 60 musicians, which his successor (also BZÖ) did not pay out. AGORA sued for the sum and received only 2500 €.

In 2010, Radio dva GmbH terminated its cooperation with AGORA as part of the application for the license period 2011 to 2021. Both radios then made separate applications. With the decision of KommAustria, the AGORA association was granted approval, and the association thus became the sole approval holder. Radio dva GmbH ceased broadcasting. The cooperation between radio AGORA 105.5 and the ORF to provide the ethnic group with a daily program moderated in Slovenian in Carinthia has now been newly agreed between these two radio operators until 2021. As before, the Slovenian editorial team of the ORF regional studio in Carinthia broadcasts eight hours a day, and radio AGORA 105.5 now produces four hours of programming during the day.

In 2012, radio AGORA 105.5 decided, in cooperation with ORF Carinthia and Styria, to expand the program offering for the Slovene ethnic group in Styria. On May 21st, the transmitter on the Soboth / Sobota was put into operation with a notice from KommAustria (KOA 1.216 / 12-003) .

Criticism of the Saualm special facility for asylum seekers and the Carinthian Refugee Commissioner on the part of the managing director of radio AGORA 105.5 led to the station being denied participation in the integration project “Carinthia Integration Hub”. radio AGORA 105.5 had planned a broadcasting channel designed by migrants.

Program and concept

radio AGORA 105,5 is a free and non-commercial radio station , i. H. the program is ad-free. In addition, interested parties have the opportunity to design their own programs as a freelancer within the scope of open access. Know-how, airtime and equipment are provided by AGORA (within the scope of the possibilities). Another major concern of radio AGORA is to give minorities a voice and to bring their interests into focus. This is characterized by the multilingualism of the station (currently German , Slovenian , Bosnian , Croatian , Serbian , Spanish and English ) and the diversity of the program. There are currently 34 different programs that are designed by both employees and freelancers.

Representatives of free radios and other media met in December 2009 to exchange ideas about the possibilities of broadcast production for women in the various free radios.
