Richard Freiherr von Bienerth , from 1915 Count von Bienerth-Schmerling (born March 2, 1863 in Verona , † June 3, 1918 in Vienna ), was an Austrian civil servant , minister and prime minister .

Life

He was the son of the Austrian Lieutenant Field Marshal Karl von Bienerth (1825-1882) and, on his mother's side, grandson of the State Minister and later President of the Supreme Court and Cassation Court Anton von Schmerling .

Bienerth began his civil service in the Styrian Lieutenancy in 1884 , made a civil servant career in the Ministry of Education in Vienna from 1886 , was Vice President of the Lower Austrian School Board from 1899 to 1905 , and on September 11, 1905, took over as head of the Ministry of Education as section head in the Paul Gautsch cabinet also held the short-lived ministry Konrad zu Hohenlohe-Schillingsfürst . In Max Wladimir von Beck's cabinet , he was Interior Minister from June 2, 1906 to November 15, 1908 and, among other things, participated in the electoral reform (introduction of universal male suffrage) of 1907. After the fall of Beck appointed him Emperor Franz Joseph I to the Prime Minister , a post he held from 15 November 1908 to 28 June 1911. After losing the parliamentary working majority for the government after the Reichsrat elections of June 1911, which caused the Christian Socials and the Polish Club to lose seats, he resigned as Prime Minister and served the state as governor of Lower Austria - succeeding Erich Kielmansegg and despite the outbreak of an incurable one Illness - continued until November 28, 1915. At the same time as his resignation as governor, the emperor raised him to the rank of count.

Richard von Bienerth-Schmerling was buried in Vienna in the Hietzinger Friedhof in an honorary grave (group 5, number 52).
