Tessa Jane Helen Jowell, Baroness Jowell DBE (birth name: Tessa Jane Helen Palmer * 17th September 1947 in Marylebone , London , England ; † 12. May 2018 in Shipston-on-Stour , Warwickshire ) was a British politician of the Labor Party .

Life

After visiting the St Margaret's School for Girls, she studied at the University of Edinburgh , the University of Aberdeen , and most recently at the Goldsmiths College of the University of London and then worked from 1969 to 1971 in childcare. In 1970 she married the social scientist Roger Jowell , who, like herself, was a member of the council of the London Borough of Camden from 1971 to 1986 and from whom she divorced in 1976. Between 1972 and 1974 she was employed as a social worker before she was deputy director of MIND, a welfare organization for the mentally ill, from 1974 to 1986 . In 1979 she married her second husband, attorney David Mills, and separated from him in 2006. Between 1987 and 1990 she was a senior research scientist.

In the general election of April 9, 1992 , Jowell was elected for the first time as a member of the House of Commons for the Labor Party and initially represented the constituency of Dulwich until May 1, 1997 . From the general election of May 1, 1997 to March 30, 2015, she then represented the constituency of Dulwich and West Norwood in the House of Commons.

After the Labor Party won the general election in 1997, Jowell was first Minister of State in the Department of Health and then from 1999 to 2001 Minister of State in the Department of Education and Employment. After the Labor government's confirmation in the general election on June 7, 2001 , she was appointed Minister of Culture, Media and Sport by Prime Minister Tony Blair to succeed her internal party rival Chris Smith and held that office until June 2007. During that time she was also Minister for Women from May 2005 to May 2006. In July 2005, she also took over the post of Minister for the 2012 Olympic Games in London and continued this role until the end of the Labor governments in May 2010, during which time she had to initiate a reduction in growing costs during her tenure. As Minister of Culture, she was one of the sponsors of the Shanghai Art Gallery, which opened in 20066 . In her role as Minister of Sports, she campaigned, albeit later unsuccessfully, to host the 2018 World Cup in England.

In June 2007, Jowell was appointed Paymaster General by Gordon Brown , Blair's successor as Prime Minister, and held that position until the end of Brown's term in May 2010. Tessa Jowell was also from June 2007 to October 2008 and again between June 2009 and May 2010 Minister for London. She was also one of Prime Minister Brown's closest collaborators as Minister in the Cabinet Office from June 2009 to May 2010.

Even during her tenure as minister, there were repeated allegations and controversies about the financial misconduct of her then husband David Mills in connection with the Italian Prime Minister Silvio Berlusconi , which in the end had not been proven .

After the defeat of the Labor Party in the general election on 6 May 2010 Jowell was by the then Acting Chairman of the Labor Party, Harriet Harman , the Shadow Minister for Cabinet Affairs in the Shadow Cabinet called this function held until October 2010 and was next May 2010 to September 2012 Shadow Minister for the 2012 Olympic Games. From January 2011 to October 2011 she was again Shadow Minister for Cabinet Affairs in the shadow cabinet of the new Labor Chairman Ed Miliband . Jowell resigned from the House of Commons on March 30, 2015 and was named a Life Peer on October 27, 2015, with the title Baroness Jowell , of Brixton in the London Borough of Lambeth . This also made her a member of the House of Lords .

Jowell was diagnosed with glioblastoma in May 2017 . She made this disease public in September 2017. In her last speech at the House of Lords in January 2018, she campaigned for more support for cancer research and treatment. Contrary to the usual rules, those present gave her applause for this speech. Tessa Jowell died on May 12, 2018 after falling into a coma from bleeding . The UK government announced on May 13, 2018 that, in honor of Tessa Jowell, it would double its brain tumor research funding for the next five years and that there would be an annual symposium of brain cancer specialists bearing her name.
