The Verbandsgemeinde Aar-Einrich is an association in the Rhein-Lahn district in Rhineland-Palatinate . It was created on July 1, 2019 from the voluntary amalgamation of the municipalities of Hahnstätten and Katzenelnbogen . The city of Katzenelnbogen and 30 independent local communities belong to it, the administrative seat is in Katzenelnbogen.

The Aar is an approximately 50 km long left tributary of the Lahn and the Einrich is a landscape and north-western part of the Taunus .

history

On September 28, 2010 the state government passed the “First Law on Local and Administrative Reform” with the aim of improving the efficiency, competitiveness and administrative power of local structures. For municipalities it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). Both municipalities clearly fell below this value.

On January 24, 2018, the state parliament approved the bill to merge the municipalities of Hahnstätten and Katzenelnbogen.

Voluntary nature of the association

In a joint meeting of the Hahnstätten and Katzenelnbogen community councils, Volker Satony, the then mayor of the Hahnstätten community, stated: “Since the state government believes that the communities Hahnstätten, Katzenelnbogen and Nassau need to change their area, we had to and must agree to a voluntary merger with the community Katzenelnbogen, because otherwise the state has threatened to merge the municipalities of Hahnstätten, Katzenelnbogen and Nassau into one collective municipality. Since the latter, according to the expert opinion of Prof. Junkernheinrich on which the mergers are based, would be the worst option for VG Hahnstätten, it was agreed in coordination discussions between the Hahnstätten community and the local communities in the Aartal that the voluntary merger with Katzenelnbogen would be preferred. "

Association municipal council

The local council Aar Einrich consists of 32 honorary council members, who in the local elections on May 26, 2019 in a personalized proportional representation were elected, and the full-time mayor as chairman.

Association mayor is Harald Gemmer. In a runoff election on June 16, 2019, he was elected with 62.60% of the vote, after none of the original four applicants could achieve a sufficient majority in the direct election on May 26, 2019.
