Willy Wimmer (1990)

Willy Wimmer (born May 18, 1943 in Mönchengladbach ) is a German lawyer and politician ( CDU ). From 1976 to 2009 he was a member of the Bundestag . Political career

Entry into the CDU, party offices

Wimmer joined the CDU in 1959 and was initially involved in the Junge Union (JU) as a member of the Rhineland JU state board and chairman of the Lower Rhine JU district association . From 1986 to 2000 Wimmer was chairman of the CDU district association Niederrhein, since then he has been honorary chairman.

Wimmer was a member of the Mönchengladbach city ​​council from 1969 to 1980 and of the landscape assembly of the Rhineland Regional Council from 1975 to 1976 .

Member of the Bundestag

In 1976, Wimmer moved into the Bundestag as a directly elected member of the Rheydt - Grevenbroich II constituency . In the federal elections from 1980 to 1998 , he always won the direct mandate in the Neuss II constituency . In the elections of 2002 and 2005 he won the direct mandate in the constituency of Krefeld I - Neuss II . In 2005 he achieved 47.4% of the first votes .

Since the 1990s, especially since the Yugoslav Wars , Wimmer has criticized the party and parliamentary group lines more and more clearly on foreign and security policy issues. He complained that the group had imposed sanctions on him: he was no longer allowed to speak, had business trips canceled and had been isolated by the group leadership. In this context, he criticized a restrictive approach to the rights of MPs and saw this as a threat to parliamentary democracy. From December 19, 1988 to April 1, 1992, Wimmer was Parliamentary State Secretary at the Federal Minister of Defense with a special focus on: Integration of the armed forces in Germany and cooperation with the Western Group of Troops (formerly the Soviet Union, now the Commonwealth of Independent States ) in the Kohl III cabinet and cabinet Kohl IV . In his monograph and in the documentation of the statements made by a contemporary witness forum by the military historian Hans Ehlert , it is shown from Wimmer's point of view that he was able to push through most of the points of the defense ministry's negotiation program. However, he failed with his concept of taking individual NVA officers into the Bundeswehr. Originally, GDR officers told Wimmer that the NVA had been taken over by the Bundeswehr. Wimmer was Deputy Head of the Delegation of the German Bundestag to the Parliamentary Assembly of the OSCE and was Vice President of the Parliamentary Assembly of the OSCE from July 1994 to June 2000.

Political positions

Refugee issue

The end of the Cold War led to the question of Germany's new international responsibility and the security alliance. Kosovo War

Iraq war
