American field post in the Cold War

from Wikipedia, the free encyclopedia
US Field Post Stamp, Ramstein Air Base

The article American Field Post in the Cold War provides an overview of the mail supply to the US armed forces, soldiers and their families overseas. The lemma supplements the page Territorial Organization of the US Armed Forces in Germany ; It also lists the American Military Post Offices (MPO) in the United States European Command (USEUCOM) and extends to the Middle East and North Africa . The postal organization mirrors the military organization and thus gives an overview of the US military engagement in Western Europe . At the same time, numerous MPOs also served the US diplomatic missions; Interesting in this context is the connection of the embassy in Moscow to the control post office Rhein Main Air Base ( Frankfurt ) and the embassy in Helsinki to Lindsey AIr Station ( Wiesbaden ).

Legal basis and fees

At the outset, it should be noted that during this period, all states regarded mail transport as a state act of sovereignty - in the Federal Republic of Germany there was a Federal Postal Ministry until 1997 and the post office staff were usually civil servants - and it seemed unthinkable for a foreign state to transport military service mail to entrust. Therefore, the "Supplementary Agreement to the Agreement between the Parties of the North Atlantic Treaty on the Legal Status of their Troops with regard to the Foreign Troops Stationed in the Federal Republic of Germany" ( NATO Troop Statute of 1951) of August 3, 1959 legally regulated the procedure already practiced from the beginning of the stationing.

In principle, the military post of the stationing state had the right to send mail within and outside the federal territory or to use the military post of another stationing power. The exchange with the Deutsche Bundespost took place via fixed post offices . The relatives, the so-called "military entourage", were free to use the military mail. Business mail was free of charge, private mail to the USA and Germany had to be franked in US dollars at the applicable domestic rate .

Territorial organization

The territorial organization of the European area for postal purposes after the massive reinforcement of the US armed forces as a result of the “ Korean shock ” from 1951 was based on the one hand on the state borders, on the other hand on the borders of the army's command areas. This applies in particular to Germany, which is still under the occupation regime, and to the supply route for US troops through France . The American Zone in Germany included Headquarters Area Command Heidelberg, Northern Area Command (Frankfurt and Würzburg areas ), Southern Area Command ( Stuttgart , Nuremberg and Munich areas ) and Bremen Enclave as well as Wiesbaden Area Command for the US Air Force . Western Area Command comprised the stationing area in the Palatinate and Rheinhessen , which, according to a Franco-American agreement, suggested by the French Foreign Minister Robert Schuman at the conference of the Council of Foreign Ministers in New York in September 1950, signed by the High Commissioners and Commander in Chief in Remagen on March 2 1951, captured by US forces. The agreement allowed US troops to be stationed in the northern French zone west of the Rhine and south of the Bingen - Idar-Oberstein line , with the exception of the Saar . In return, French troops were stationed in the American Zone. Rhineland-Palatinate belonged to Western Area Command in the east ( Kaiserslautern , Ramstein ) and to the French Zone of Germany in the west ( Bitburg ). With the simultaneous relocation of the main supply route from Bremerhaven to the French Atlantic coast, US troops were also stationed in France. They were subordinate to the commander of the "Communications Zone" (COMZ) in Orléans and were divided into a base section and an advance section, with the exception of the Paris area with the NATO headquarters in Camp des Loges, Marly-le-Roi and Fontainebleau . The individual areas were given a one- or two-digit code:

Area Code area Area Code area Area Code area
1 British Zone of Germany 11 Netherlands 40 Western Area Command
2 French Zone of Germany 12 Norway 50 Berlin Command
3 Russian Zone of Germany 14th Spain 60 Bremen enclave
4th Headquarters Area Command Heidelberg 17th Greece 65 Enroute to CONUS
5 Wiesbaden Area Command 18th Turkey 71 Orléans installation USAREUR COMZ
6th Belgium 19th Middle East 72 Base Section USAREUR COMZ
7th Denmark 20th Northern Area Command 73 Advance Section USAREUR COMZ
8th England 30th Southern Area Command 74 His Area Command USAREUR COMZ
10 Italy

Worldwide, the American field post was organized according to four gates to the world (gateways), which also formed the first two digits of the five-digit military postcodes (ZIP code):

Gateway code Gateway Gateway code Gateway Gateway code Gateway Gateway code Gateway
09XXX new York 34XXX Miami 96XXX San Francisco 98XXX Seattle

The last three digits were formed from the actual number of the Military Post Office (MPO), different for the armed forces, namely:

The separation according to armed forces is consistently recognizable as a central criterion of the organization.

American Field Post Offices 1990

The list contains all field post offices whose code begins with "09", which means that they were connected to the world via New York. It is arranged according to the parent military post offices established by the US Department of Defense and reflects the status of 1990. A comparison with a list from 1955 shows an extensive continuity of the offices and their numbering, especially for the area of the Federal Republic of Germany.

  3. ^ ELF ONE: In the fall of 1980 Iran and Iraq was declared, causing international concern. Crews and aircraft from the 552nd Airborne Warning and Control Wing were deployed to Riyadh, Saudi Arabia, to augment the Royal Saudi Air Force's radar coverage of Saudi airspace. In September 1980 four E-3s and almost 200 wing members again deployed to Saudi Arabia in an operation called Elf One which continued for over 8 years. They provided round-the-clock airborne radar coverage, and enhanced Saudi air defenses during the Iran / Iraq war. Initially under USAFE control, this Elf-One contingent came under USCENTAF after its formation on Jan 1, 1983. The 963rd Airborne Air Control Squadron provided crew members and support personnel on 30-day temporary duty assignments to support the effort. On April 15, 1989 the last Elf-One E-3s and KC-135s left Saudi Arabia: the small element that remained later became the Elf-One Control Team (EOCT). In all, Elf-One aircraft had flown more than 6,000 sorties and 87,000 hours to protect the airspace of neutral countries during the Iran-Iraq War.
