Administrative assistance from the Bundeswehr on the occasion of the COVID-19 pandemic
The assistance of the Armed Forces on the occasion of COVID-19 pandemic was by Federal Minister for Defense , Annegret Kramp-Karrenbauer , announced on 19 March. These are medical assistance, assistance for the population and the support of other federal authorities in the procurement of materials. The measures are carried out within the framework of administrative assistance in accordance with Article 35 (1) of the Basic Law .
Application
The Bundeswehr has set up a network of contact points through which civil authorities can apply for administrative assistance. The approved applications are published regularly.
The Federal Ministry of Health had asked example, the Ministry of Defense in early March for assistance in coping with the Corona pandemic. By the beginning of April, almost 300 inquiries had been received from German municipalities, around half of which had been rejected or withdrawn. Initially, an application from the Thuringian State Administration to guard a refugee accommodation in Suhl was rejected .
In April 2020, several authorities from Baden-Württemberg requested a three-digit number of soldiers "as security guards". These motions aroused criticism from the opposition, in particular from Die Linke . Of a total of 16 applications from Baden-Württemberg, Saarland , Thuringia, Rhineland-Palatinate and Bavaria , which related to sovereign tasks, six were rejected by the Bundeswehr and ten were withdrawn.
Medical assistance
The medical services are coordinated in the medical service support command in Weißenfels . The number of medical soldiers deployed was around 17,000 in April 2020.
Among other things, the Bundeswehr Institute for Microbiology participated in testing suspected cases.
The Air Force used MedEvac aircraft ( Airbus A310 and Airbus A400M ) to transport Italian and French intensive care patients to German hospitals for care. The host hospitals also include the Bundeswehr hospitals in Ulm and Westerstede .
Following a request for help from the British Ministry of Defense to the NATO countries, the German Armed Forces delivered 60 mobile ventilators to Great Britain.

For the coordination of non-medical assistance is Inspector of the Joint Support Service , Lieutenant General Martin Schelleis , in his capacity as National Territorial Commander responsible.

From the beginning of April the Corona contingent of around 15,000 people was set up to take on the following tasks:
- Security / protection (5500 soldiers)
- Popular support (6000)
- Regulatory / service traffic (600 Feldjäger )
- Disinfection tasks (18 decontamination groups with around 250 soldiers from the NBC defense force )
- Storage, transport, handling (2,500 logistics soldiers with 500 trucks )

The Federal Office for Equipment, Information Technology and Use of the Federal Armed Forces supported other federal authorities in the procurement of medical material and has ordered, among other things, 300,000 protective goggles and protective masks and other materials worth 241 million euros for the Federal Ministry of Health .
25 million protective masks are flown in from China with planes under Bundeswehr charter under the SALIS contract .
NBC defense units of the Bundeswehr are used to produce disinfectants.

At the end of January 2020, the Air Force took back 124 people suspected of being infected with SARS-CoV-2 from Wuhan using Airbus A310 transport aircraft . These were then placed in a 14-day quarantine in the Südpfalz barracks in Germersheim .
On March 18, Bundeswehr soldiers supplied truck drivers after a traffic jam about 60 kilometers long had formed on the A4 at the Polish border . The following day, Defense Minister Kramp-Karrenbauer called on the Bundeswehr reservists to report for duty, especially in the medical service .
Reservists helped in around half of the federal states to test people for the virus at test stations - so-called "fever centers" - and then to bring the tests to a laboratory for evaluation.
At the beginning of April, a special contingent of 15,000 soldiers was set up to support the civilian forces, particularly in the medical field and in logistics.
After initially protective equipment and support from medical personnel was in demand, the focus of administrative assistance shifted to other tasks at the end of April. This includes the production of disinfectants, help in nursing homes and support in tracking infection chains. For example, soldiers from the marine technology school will be supporting the Stralsund health department with this task from mid-May 2020. In addition, patients are transported internationally.
In addition, the music corps of the Bundeswehr are used for entertainment in front of old people's homes .
In June, Bundeswehr forces were deployed to cope with the infection situation in the area of the Tönnies company in Gütersloh and the surrounding area (→ COVID-19 pandemic in North Rhine-Westphalia ). 65 soldiers helped on site with the documentation and tracking of contact persons.
