The constituency of Mittelems (constituency 31) is a federal constituency in Lower Saxony. It includes the county of Bentheim and, of the Emsland district, the municipalities of Emsbüren , Geeste , Haselünne , Lingen (Ems) , Meppen and Salzbergen as well as the combined municipalities of Freren , Herzlake , Lengerich and Spelle .

For the  election to the 19th German Bundestag  on September 24, 2017, 18 state lists with seven direct candidates were admitted.

Albert Stegemann (CDU) was able to successfully defend his direct mandate with 53.64%. Daniela De Ridder (SPD) renewed her mandate via the state list, and Jens Beeck (FDP) moved into the Bundestag via the state list.

The turnout of 78.13% was above the national and state averages of 76.15% and 76.44%, respectively.

The constituency was number 26 in the federal elections from 1980 to 1998, number 32 from 2002 to 2009 and has been number 31 since the 2013 election. The constituency is considered a safe constituency for the CDU.

In the course of the reorganization of the constituencies before the federal election in 1980, the constituency was reorganized from parts of the former constituencies Emsland and Lingen . The constituency area has not changed since then.
