The constituency was number 9 of the Lower Saxony constituencies in the 1949 federal election. Then it was given the nationwide constituency number 31. For the federal elections from 1965 to 1998 it was number 27, from 2002 to 2009 the number 33 and since the 2013 election it has been number 32. In the federal elections from 1949 to 1961, the constituency was called Vechta - Cloppenburg and then Cloppenburg up to and including the 1976 federal election . The constituency is considered the stronghold of the CDU. The direct mandate has been won by the CDU candidates since 1953 with over 60.0%, and between 1953 and 1990 even over 70% of the first votes cast.

Originally, as it is today, the constituency comprised the districts of Cloppenburg and Vechta. Before the federal election in 1965, the district of Oldenburg also included the communities of Großenkneten , Hatten , Wardenburg and Wüsting . Despite the territorial reforms carried out on July 1, 1972, Wüsting, which was incorporated into Hude, and the former part of Hengelage of the municipality of Essen / Oldenburg, which was incorporated into Quakenbrück, still belonged to the Cloppenburg constituency in the 1972 federal election . Since the 1976 federal election, the constituency has again consisted only of the districts of Cloppenburg and Vechta.
