The Bundestag constituency Unterems (constituency 25) is a constituency in Lower Saxony for the elections to the German Bundestag . It includes the district of Leer and of the district of Emsland the communities Haren (Ems) , Papenburg , Rhede and Twist as well as the combined communities Dörpen , Lathen , Nordhümmling , Sögel and Werlte .

In the federal elections from 1980 to 1998, the constituency had constituency number 20. It was newly formed for the 1980 federal election from parts of the former constituencies Emden - Leer and Emsland . The constituency area has remained unchanged since then in the form mentioned above. From 2002 to 2009 it was number 26 and since 2013 number 25. The constituency is considered a CDU stronghold, although it has not been able to win it with an absolute majority since 1998. In the East Frisian district of Leer , the SPD has the majority, which in the federal elections in 2002 and 2005 also won a second majority in the entire constituency.
