The Bundestag constituency city of Osnabrück (constituency 39) is located in Lower Saxony and includes the independent city of Osnabrück and the communities of Belm , Georgsmarienhütte , Hagen , Hasbergen and Wallenhorst from the Osnabrück district . The constituency has been so delimited since the 1980 Bundestag election ; previously the entire old district of Osnabrück belonged to the constituency in addition to the city of Osnabrück .
