Chi Tshog

The Chi Tsho is the parliament of Bhutan . It consists of the National Assembly, the Tshogdu , as the upper house and the National Council, the Gyelyon Tshogde as the lower house and the King of Bhutan, the Druk Gyalpo .

Legislative process

A law passed by parliament comes into force after approval by Druk Gyalpo. Laws relating to the budget and money can only be initiated by the National Assembly, while all other legislative proposals can come from both Houses. A law pending in one of the two houses does not expire when the legislative period of one of the two houses ends. A draft law is passed with a simple majority of the total number of members of the respective chambers or with at least two thirds of the total number of members present and voting in the two chambers in the case of a joint meeting.

If a bill is passed by either House, it submits the bill to the other House within thirty days. This bill can be passed during the next session of Parliament.

If the other house approves a law, that house must submit the law to the Druk Gyalpo for approval within fifteen days after that law was passed. If it does not approve of the bill, the bill will be referred back for amendments or objections to be considered.
