The Sanghiya Sansad ( Nepali संघीय संसद नेपाल English Federal Parliament of Nepal ) is the federal parliament of Nepal . It consists of two chambers. The Rastriya Sabha , German National Assembly, is the upper house. The other chamber of parliament is the lower house known as Pratinidhi Sabha , German House of Representatives .

Both chambers meet in the International Convention Center in Kathmandu.

According to the 2015 Constitution of Nepal , Nepal has a bicameral parliament. The House of Representatives, as the lower house, consists of 275 members who are elected for a five-year term, 165 of them in majority voting in constituencies and 110 in proportional representation with party lists. The National Assembly, as the Upper House, consists of 59 members who are elected for six years. Of the 59 members, three are appointed by the President. The remaining 56 are elected equally, eight per province, in the seven provinces , including three women, one Dalit and one MP from other minorities.
