Rastriya Sabha

The Rastriya Sabha ( Nepali राष्ट्रिय सभा German , National Assembly ' , English National Assembly ) is the upper house of the Parliament of Nepal , the Sanghiya Sansad . The other chamber of parliament is the lower house known as Pratinidhi Sabha , German House of Representatives .

history

The National Assembly under the 1990 Constitution was dissolved on January 15, 2007 and replaced by an interim parliament with one chamber. After two elections to the constituent assembly, which also served as parliament, the new constitution of 2015 envisaged the national assembly as the upper house.

The first elections for the National Assembly took place on February 7, 2017.

Electoral system

The National Assembly has 56 deputies, 8 per province, elected by an electoral college made up of members of the provincial assemblies and chairmen and deputy chairmen of village councils, and mayors and deputy mayors of city councils with different weights of votes. The eight MPs representing each province must include at least three women, one Dalit , one person with a disability, or a minority.

There are also three MPs, including at least one woman, who are appointed by the President on the recommendation of the government.

The legislative period is six years. A third of the MPs are re-elected every two years. For the first National Assembly, which was established under the 2015 constitution, a third of the members are re-elected after two years, a further third after four years and the last third after six years.

  • 2018 : In this first election, all 56 members of the National Assembly were elected. The election winners were the two communist parties CPN-UML and CPN-MC with a total of 39 seats, which united in 2018 to form the Nepalese Communist Party (NPC).
