The Consultative Assembly of Saudi Arabia ( Arabic مجلس الشورى السعودي Majlis asch-Shura ), also known as the Shura Council , is formally the advisory body of Saudi Arabia , which is an absolutist monarchy .

It can neither pass nor enforce laws. The legislative power is the king of Saudi Arabia, Salman of Saudi Arabia reserved. The Consultative Assembly has limited powers. It has the right to propose laws. It has a total of 150 members, all of whom are appointed by the king. The consultative assembly is chaired by a chairman. The current chairman is Abdullah bin Muhammad Al-Sheikh . Until 2013, only men were appointed as members. The king announced in September 2011 that women could also be nominated for the assembly.

According to Sharia law , the Consultative Assembly is based on the Islamic Shura . The seat is the Al-Yamamah-Palace in the capital Riyadh .

Power

The Consultative Assembly may introduce bills, but only the King has the power to pass or implement them. The congregation only has the power to interpret laws. It can also advise the king politically, as well as on international treaties and economic plans. The assembly is allowed to take a look at the state budget and can summon ministers to question them.

On November 24, 2000, King Fahd enacted the new Majlis-asch-Shura law, which replaced the previous law of 1928 and included the council's statutes and its amendments on August 22, 1993. The council of the first legislative period (1993-1997) had a chairman and 60 members. Membership was increased by 30 in each of the second term (1997–2001), third term (2001–2005) and fourth term (2005–2009), resulting in 150 members.

With its expansion from 1997 to 2001, the Council received a seat in the International Parliamentary Union at the end of 2003 . The fourth legislature council held 845 sessions and issued 1,174 declarations in its second year.

In September 2011, just days before the local elections, the king granted women the right to be members of the council. As of 2013 there are 30 female members.

The fifth term, the council from 2009 to 2013, which began on February 28, 2009, had no women in its ranks and was led by chairman Abdullah bin Muhammad Al-Sheikh . Vice-chairman is Bandar Bin Mohammed Hamza Asad Hajar , assistant chairman is Abdulrahman bin Abdullah bin Abdulaziz Al-Barak and general secretary Mohammed A. Al Ghamdi .
