David Christopher Georg Lauer (born June 19, 1984 in Simmern / Hunsrück ) is a former German politician and current publicist . He was a member of the Pirate Party from July 2009 to September 2014 and a member of the SPD from September 2016 to May 2019 . From September 2011 to October 2016 he was a member of the Berlin House of Representatives . In February 2018, he announced his preliminary retirement from active politics. Since then he has been working as a publicist.

Life and political work

education and profession

Christopher Lauer grew up in Bonn . During school hours on Pädagogium the Otto-Kühne-Schule in the Bonn district of Bad Godesberg he participated in the Gifted , conveying Demanding, research the University of Bonn in part and studied physics . After graduating from high school, there followed community service and a regular physics course, which he broke off. In 2005 he moved to Berlin , where from 2006 he studied culture and technology with a focus on the history of science and technology at the Technical University of Berlin . He finished this bachelor's degree in 2018 and then began a master's degree in the history of science and technology.

From 2008 to 2009 he studied at Zhejiang University in Hangzhou, China . From spring 2011 until the parliamentary elections in September 2011, he was employed by Pavel Mayer's company.

In addition to his parliamentary activities , Lauer worked for the Axel Springer Group as a freelance consultant on issues of data protection and data security from January 2015 . From April 2015 to the end of 2015 he was Head of Strategic Innovations at the media group. The contract was canceled by mutual agreement.

In 2017 Lauer took on a guest role in the television series jerks.

Pirate party

After his return from China , he joined the Pirate Party in July 2009 and, after the 2009 Bundestag election campaign, pushed ahead with the basic democratic concept of Liquid Democracy developed by members of the Berlin regional association . During his time on the federal board from 2010 to 2011, he was responsible for the implementation of the Liquid Democracy software LiquidFeedback at the federal level. Together with Marcel-André Casasola Merkle , he regularly exchanged views on the development of the party in the joint podcast Pirate Talks .

On May 16, 2010, Lauer was elected as an assessor in the federal executive committee at the fifth federal party conference of the Pirate Party Germany in Bingen am Rhein , after losing 38% to 52% against Jens Seipenbusch in the election for chairman . Until May 2011, he performed as such, among other things, the duties of political director of the pirates. This area of ​​responsibility was not assigned to a fixed party office in the party at the federal level between 2009 and 2011. At the federal party conference in Heidenheim an der Brenz in May 2011, he was defeated by Sebastian Nerz in the election for chairman with 39% to 61%. On March 1, 2014, Lauer was elected chairman of the Pirate Party Berlin with 57.9% .

Member of Parliament

In September 2011, he won a mandate in the election for the Berlin House of Representatives in 2011 on tenth place on the state list of the Berlin Pirate Party . He perceived this as the domestic and health policy spokesman for his group. In the first election as leader of the pirate faction in the Berlin House of Representatives, he narrowly lost.

On June 22nd, 2012 he was elected chairman of the parliamentary group together with Andreas Baum . In the subsequent election on June 11, 2013, Lauer did not run again. Since August 6, 2013, he has been the spokesman for civic engagement of the pirate faction and a member of the committee for civic engagement in the Berlin House of Representatives.

Despite his resignation in September 2014, Lauer was initially still a member of the faction of the Pirate Party.

Resignation

On September 18, 2014, Lauer announced his resignation from the chairmanship of the Berlin State Association and his resignation from the Pirate Party. He justified his resignation by saying that he did not see a majority for the plans for the professionalization of the party announced at the time of his election. Even before Lauer's resignation, party leader Stefan Körner had announced his intention to have him removed from his chairmanship, among other things because of “verbal degradation of the Pirate Party” and the publicly postulated intention of Lauer to separate the regional association from the federal party.

In 2016, Lauer left the Berlin House of Representatives together with the rest of the parliamentary group after the party only received 1.7 percent of the vote in the election , while 5% would have been necessary to remain.

SPD membership

In September 2016 he joined the SPD . In October 2017, he said in an interview that the then SPD General Secretary Katarina Barley had previously promised him a promising place on the list in the federal election . In May 2019, however, he resigned from the SPD.

ADHD

Lauer stated in January 2012 that he had adult attention deficit / hyperactivity disorder (ADHD). According to his own statements, he was diagnosed with ADHD in mid-2011. With his step in public, Lauer wanted to “encourage other ADHD sufferers to deal courageously, confidently and openly with this condition”. He is open to taking a drug with the active ingredient methylphenidate for ADHD . He addressed this in the FAZ and in talk shows with Markus Lanz and Stuckrad Late Night .

Political positions

Violence protection clinic at the Berlin Charité

The establishment of the violence protection outpatient clinic at the Charité - Universitätsmedizin Berlin goes back to an initiative by Lauer. Together with the pirate faction in the Berlin House of Representatives, Lauer applied to set up a violence protection clinic at the Charité, which should enable the victims of sexual and domestic violence to be able to keep the traces of the crime confidential. The motion was tabled in the plenary session on September 12, 2013. In the plenary session on July 3, 2014, the House of Representatives adopted a resolution to set up a violence protection clinic. Meanwhile, the violence protection outpatient clinic at the Charité is financed annually with one million euros from the Berlin state budget.

Permanent general meeting

While he was a member of the Pirate Party, Lauer was an advocate of the Permanent General Assembly (SMV) as an additional party organ.

Copyright and ancillary copyright

On September 4, 2012, Lauer published a draft for a specific amendment to the copyright law . This was based on a decision of the Pirate Party from December 2011. Lauer was criticized for the way in which he introduced the draft, as there was reporting in Spiegel Online and Welt Online at the same time as it was published in the party's LiquidFeedback system . The draft received a majority in the Pirate Party's LiquidFeedback system.

On the occasion of the Google News Initiative, Lauer gave an interview to the news magazine Spiegel in May 2015 in his role as Head of Strategic Innovations at Axel Springer Verlag . In this he expressed himself in relation to the ancillary copyright law to the effect that the Internet company Google should adhere to applicable German law. This was perceived by parts of the network community as a U-turn to its previous position.
