The 2003 EBSA U19 European Snooker Championship was the seventh edition of the European Junior Snooker Championship organized by the European Billiards and Snooker Association . It took place in the NB Club in the Latvian capital Riga .
European champion was the Englishman Jamie O'Neill with a 6: 3 win in the final against defending champion Robert Shanks from Scotland. Irishman David Morris played the highest break of the tournament with 115 points.

The 40 participating players were divided into eight groups of five players, in which they competed against each other in round robin mode . The top two in each group qualified for the final round, which was played out in the knockout system .
