Reichsrat (Bavaria)
According to the Bavarian Constitution of 1818, the Chamber of Imperial Councils was the first chamber in the two-chamber system of the Bavarian Assembly of Estates . Its composition and competence remained completely unchanged until 1918. The Bamberg constitution of 1919 no longer provided for an Imperial Council Chamber.
It was modeled on the British House of Lords , was supposed to act as an intermediary between the Crown and the Chamber of Representatives and formally had the same rights as the second chamber. The members of the First Chamber of the Bavarian Parliament came from among the noble lords and high clergy, also it included some of lifetime appointed members. They carried the title "Reichsrat der Krone Bayern".
The sessions of the Reichsrat were secret. This is one of the reasons why the Reichsrat was not given sufficient public attention in Vormärz in Bavaria . Recent research agrees that the power of the Reichsratskammer far exceeded that of the Chamber of Deputies.
