The Kategoria e Pare 2018/19 was the 71st season of the second highest Albanian Football League and the 21st season under that name. It started on September 8, 2018 and ended on May 23, 2019 with the championship finals.

The 20 clubs played in two groups of 10 teams each. The season was conducted in a two-tier format. In the preliminary round, each team faced each other twice; once at home and once away.

After this phase, the five best clubs qualified for the championship round. Half of the points from the preliminary round were taken over. The first in the table rose to the categoria superior.

The clubs in places 6 to 10 of the preliminary round then played in the relegation round. Here, too, half of the points from the preliminary round were taken over. The bottom of the table was relegated directly, the penultimate had to be relegated.
