The district of Heppenheim was a district in the Grand Duchy of Hesse , in the province of Starkenburg , with its seat in Heppenheim . Founded in 1821, it went up in 1832 in the Bensheim district .

history

Emergence

In the course of the administrative reform of 1821 in the Grand Duchy, jurisdiction and administration were also separated at the lower level , and the tasks of the traditional offices were reorganized in district districts - responsible for administration - and district court districts - responsible for jurisdiction. The district of Heppenheim arose from:

The district council thus contained two "Old Hessen" ( Upper County Katzenelnbogen ), eight formerly Electoral Mainz and six formerly belonging to the diocese of Worms . All of them were in the “Dominiallanden”, in which sovereign rights lay completely with the state and patrimonial courts of the nobility did not exist.

The tasks of the judiciary of the first instance , which had performed the now dissolved offices, were transferred to the newly established Lorsch Regional Court .

The End

In the regional reform of 1832, the district councils were dissolved and merged into larger districts . Their layout was determined in a further regulation . The district of Heppenheim merged with the district of Bensheim in the new district of Bensheim .

Internal organization

The district was divided into 12 mayorships , which were subordinate to the district administrator. Several smaller towns were often administered by a mayor's office. In accordance with the municipal ordinance of June 30, 1821, the municipalities were headed by an elected local council, which was composed of a mayor, aldermen and council. Schultheiss were no longer used. These 12 mayorships were:

  1. Biblis
  2. Bürstadt
  3. Großhausen with Jägersburg
  4. Großrohrheim
  5. Heppenheim
  6. Hofheim with Bobstadt
  7. Kleinhausen
  8. Lampertheim
  9. Lorsch with Seehof
  10. Nordheim
  11. Viernheim
  12. Wattenheim

Parallel administrations

Finances

The tax offices were responsible for the income from state property (the so-called domains ) . The Lampertheim Rent Office was responsible for the entire district .
