The Major Cities of Europe IT Users Group (MCE) is a Europe-wide network of municipal information technology (IT) experts . The MCE was founded in London in 1982 and networks representatives from all parts of Europe as well as non-European countries such as Tel Aviv and Boston . The MCE IT Users Group is headquartered in Bremerhaven , Germany .
Mission statement
The MCE is a platform for CIOs and managers from the IT area of administrations to exchange ideas, strategies, experiences and solutions. The aim is to promote innovation and improve the efficiency of local administrations with the aid of the latest information and communication technologies . Current innovations in European cities are particularly in the areas of Web 2.0 , open data , social networks , apps and location-based services . At the same time, the MCE acts as a representative of the interests of the members on a European level.
Members
The members come from 17 countries and around 40 cities in Scandinavia , western, eastern and southern parts of Europe as well as non-European countries and other organizations and universities.

Global and national companies support the MCE initiatives by presenting experiences from innovative ICT projects in cities, for example at the annual conferences.
Cooperation with organizations and universities
The MCE IT-Users Group cooperates with organizations and universities in order to develop solutions to central issues in the area of e-government and IT strategies in the public sector and to provide evaluations of research work. Partner universities are the Autonomous University of Barcelona , the Center for Technology in Government of the University of Albany (Albany, USA) and organizations such as VITAKO (Berlin, Germany) and "The Public Technology Institute".
Main activities
Annual conference
The annual conference has been organized by one of the member cities since 1982, the main topics being on new IT technologies, standards and trends in an international context. The conference offers members and all interested persons a forum for the exchange of ideas and experiences and the opportunity to initiate joint initiatives. In 2010 the conference was hosted by the city of Berlin and in 2011 by the city of Prato . The programs, handouts and videos of the conferences will be published.

Conference in Vienna 2012
Around 300 participants and 30 speakers from all over Europe, the USA and Korea attended the 2012 conference in Vienna. The main topics of the conference were

Conference in Ljubljana 2013
The theme of the conference in Ljubljana 2013 was "ICT - Fostering cities' prosperity", around 180 people took part in the conference. The main topics of the conference were
- Data center management in the future
- GIS as a driver for location-based services
- The City Protocol Initiative for the sustainable improvement of the quality of life with the help of ICT
- Big data as a method of generating information for new city initiatives
- Open government and open data : experiences, solutions, ROI , e-participation , social networks
- Outsourcing in cities: practical experience and implementation of cloud computing

Conference in Zurich 2014
The motto of the conference in Zurich 2014 was "Cities managing complexity in the digital world - prepared for the upcoming challenges?", Around 250 participants from 22 countries took part in the conference. The main topics of the conference were

- ICT and the pressure of public finances
- Cyber security

Conference in Hamburg 2015
The motto of the conference in Hamburg 2015 was "Living, learning, leading in the connected city", around 200 people took part in the conference. The main topics of the conference were

Conference in Florence 2016
The motto of the conference in Florence 2016 was “City Renaissance in the Digital Age”. The main topics of the conference were

Conference in Zagreb 2017
The motto of the conference in Zagreb 2017 is "The Digital Future - Cities Facing the Reality". The main topics of the conference are

- Culture of innovation in public service
Workshops
In one-day, interactive workshops, CIOs and IT managers discuss their experiences on current ICT topics such as open government , IT security for cities, IT and politics, open data , social networks , cloud computing and smart cities . The results of the workshops will be published in a separate section on the MCE website.
Participation in EU programs
An important task is to participate in EU programs such as FUPOL. A number of smart cities and open government data projects were presented at the “European Local Government Conference on ICT” and the “Local Government transformation in Europe”.
Newsletter
The newsletter informs the member cities about workshops, conferences and best practice for implementing ICT innovations and is published on the MCE website.
