Manfred Scheuer
Manfred Scheuer (born August 10, 1955 in Haibach ob der Donau , Upper Austria ) is a Roman Catholic theologian and was appointed Bishop of the Diocese of Linz in November 2015 . Before that he was Bishop of the Diocese of Innsbruck .
Life
After graduating from the Episcopal Gymnasium Petrinum in 1974 , he studied Catholic theology in Linz and entered the seminary . From 1976 to 1981 he continued his studies at the Pontifical Gregorian University in Rome . On October 10, 1980, he received the sacrament of ordination in Rome . He then worked as a pastor in the Diocese of Linz until 1985 . From 1985 to 1988 Scheuer was an assistant at the Institute for Dogmatics and Ecumenism at the Theological Faculty of the Albert Ludwig University of Freiburg , where he completed his dissertation in 1989 .
After various teaching activities in Linz, Freiburg, Salzburg and St. Pölten , he taught from the winter semester 2000/2001 as a full professor for dogmatics and the history of dogma at the Trier Theological Faculty . Scheuer was also the postulator of the diocesan process for the beatification of Franz Jägerstätter .
On October 21, 2003, Manfred Scheuer was appointed diocesan bishop of the diocese of Innsbruck by Pope John Paul II , succeeding Alois Kothgasser , who was appointed archbishop of Salzburg in 2002 . On December 14, 2003, he received the episcopal ordination by the Archbishop of Salzburg , Alois Kothgasser , co-consecrators were Maximilian Aichern OSB , Bishop of Linz , and Reinhold Stecher , Bishop Emeritus of Innsbruck . His motto is spiritus vivificat (“The spirit gives life”) and comes from the Gospel of John ( Joh 6,63 EU ), but also occurs in 2nd Corinthians ( 2 Cor 3,6 EU ).
In the Austrian Bishops' Conference he is responsible for the areas of Caritas, adult education and ecumenism. He is a member of the Faith Commission of the Austrian Bishops' Conference and was President of Pax Christi Austria until 2017 .
Bishop Scheuer advocates a change in the admission of remarried divorced people to communion and refers to the need for corresponding requirements. In 2011 he suggested whether it was not “pastorally necessary to let lay people preach within the Eucharist ”, an option that church law has made possible since 1983 under certain circumstances. He spoke out in favor of “untying” the “package” of the Austrian pastors' initiative , but described some demands as not solvable at the diocesan level.
The Austrian Caritas Bishop pays special attention to people on the fringes of society. He encourages discussions with those responsible in politics, business and tourism as well as media and science. Important concerns are topics such as the protection of life, youth unemployment, work-free Sundays and social housing. For Scheuer, religious freedom is a special good, which he demands with clear words, at the same time he calls on Christians to strengthen their own identity.
Manfred Scheuer also worked as a diocesan postulator in Linz for the beatification of Franz Jägerstätter . Dealing with the Nazi era , the victims of the murders of people with disabilities , with the murdered Jews and with the persecuted, victims and martyrs from the Catholic Church is a focus of his work. During his time as Innsbruck diocesan bishop, the beatifications of Innsbruck provicer Carl Lampert (1894–1944) , who was executed by the National Socialists , and of the Capuchin Father Thomas von Olera (1563–1631), who worked in Tyrol, fell .
In mid-2015, Scheuer renewed Bishop Reinhold Stecher's ban on the anti-Jewish cult around Anderl von Rinn .
In November 2015 it was announced that he would succeed Ludwig Schwarz as Bishop of Linz. The appointment as Bishop of Linz by Pope Francis took place on November 18, 2015. On Sunday, January 17, 2016, Bishop Manfred Scheuer was solemnly inaugurated in the Linz Mariendom in the presence of Cardinal Christoph Schönborn and numerous bishops .
In June 2017 he resigned as President of Pax Christi Austria. He cited an anti-Semitic incident in May 2017 as the reason. At a performance by the Palestinian ambassador Salah Abdel-Shafi in Linz , the writer Anna Mitgutsch , representative of the local Jewish community , and two other people were insulted. Pax Christi had taken positions critical of Israel, but defended himself against accusations of anti-Semitism; Criticism of Israel's policy towards the Palestinians is a demand for human rights standards .

In a letter to the Pope in November 2018, Scheuer advocates that, in addition to celibate priests, married men should also be ordained priests and women should be ordained deacons .
