Norbert Geis (born January 13, 1939 in Großwallstadt ) is a German politician ( CSU ). From 1987 to 2013 he was a member of the German Bundestag and active in the Europa-Union parliamentary group of the German Bundestag . Geis caused a sensation with his decidedly Catholic - conservative positions.

Life

education and profession

After graduating from high school at the Humanistic Gymnasium Aschaffenburg , Geis studied philosophy , theology and law at the Albert Ludwig University of Freiburg and the University of Würzburg , which he completed in 1966 with the first state examination in law. He completed his legal clerkship in 1969 with the Grand State Examination. He then worked for a short time as a research assistant at the German Bundestag . Since 1970 he has been an independent lawyer in Aschaffenburg.

Party and parliamentary activity

In 1967 Geis became a member of the Junge Union and the CSU. From 1971 to 1972 local government reform Geis was mayor of Edelbach, the one in the course of administrative reform municipal area of the municipality Kleinkahl was. From 1972 to 2007 he was chairman of the CSU district association Aschaffenburg for many years and has been honorary chairman of the CSU district association Aschaffenburg-Land since 2007.

From 1987 to 2013 Geis was a member of the German Bundestag . From 1990 to 2002 he was chairman of the legal working group of the CDU / CSU parliamentary group . Most recently he was a member of the Committee on Family, Seniors, Women and Youth (17th electoral term).

Norbert Geis has always entered the German Bundestag as a directly elected member of the Aschaffenburg constituency. In the 2009 Bundestag election he received 42.8% of the first votes .

Geis also wanted to run as a direct candidate for the Bundestag in 2013, but was defeated in the internal candidate election of his competitor Andrea Lindholz in the runoff election with 71 to 87 votes in October 2012 . His departure from the Bundestag was welcomed by parts of political opponents and the media. The Green politician Volker Beck wrote in the SZ that Geis' shrill and often inhuman theses made “his opponents appear mostly as incarnations of common sense. In this respect, I objectively owe him a lot. I will miss him as an opponent. "

Journalistic activities

In 2006 he signed the “Appeal for Freedom of the Press” staged by the weekly newspaper Junge Freiheit , against the exclusion of Junge Freiheit from the Leipzig Book Fair . Norbert Geis is a regular columnist for the newspaper.

Geis is a member of the Board of Trustees of the Forum of German Catholics and the Board of Directors of Church in Need .

Geis is president of the “Rhein-Donau-Stiftung” association, which is closely related to Opus Dei . Contrary to the provisions, Geis initially did not report this secondary activity to the Bundestag “by mistake”.

Domestic politics and party

In 1993, Norbert Geis caused a sensation when he wanted Madonna to ban a performance in Germany as part of her The Girlie Show tour. In 2002, Geis defended the hr television show Caution! In July 2007 he advocated in an interview that "targeted killing of potential aggressors" as a preventive measure as well as the preventive detention of "potential attackers" without trial. In November 2010, Geis spoke out in favor of taking terrorist threats into custody as a precaution.

Until 2009, Geis blocked the general rehabilitation for treason under National Socialism as a reporter for the Union parliamentary group . In May 2007, in this capacity, he gave the speech on the motion of the left-wing parliamentary group, entitled “General repeal of judgments based on war treason, to reject”.

In 1995, Geis rejected a draft law prepared by then Justice Minister Sabine Leutheusser-Schnarrenberger on the criminal liability of rape in marriage. Geis argued that it makes a difference whether the husband is a perpetrator or a stranger or even the illegitimate partner, since there is a "special closeness" in marriage. The wife should therefore be given a “right of objection” and the opportunity to “get out of the criminal proceedings” and to protect the husband from further prosecution. Geis saw the right of objection as a “chance to save the marriage”, even if the perpetrator forces his victim to make use of it. As early as 1991, Geis had declared a law against rape in marriage to be impractical and contrary to the system.

Geis spoke out against the Civil Partnership Act in 2002 , as he rejects legal equality for same-sex partnerships. In 2009 Geis signed the declaration “ For freedom and self-determination - against totalitarian efforts by lesbian and gay associations ” in the conflict over the 6th International Congress for Psychiatry and Pastoral Care in Marburg. In February 2013, the Federal Constitutional Court declared existing restrictions on the right of adoption for homosexual partners (so-called successive adoption ) to be unconstitutional. According to this, homosexuals who live in a registered partnership are now allowed to adopt a child previously adopted by their partner. Geis sharply criticized this judgment. The court was “on the wrong track”, homosexual parents were “not natural” and the verdict “missed reality”. Neither the Federal Constitutional Court can “simply rectify” marriage, nor can Parliament “simply equalize” it. In the matter of marriage, nature should be observed. The Federal Constitutional Court is now no longer concerned with the best interests of the child, but only with equating same-sex partnerships with marriage.

In February 2012, he advised the Federal President's candidate Joachim Gauck to “put his living conditions in order” and to marry his long-term partner Daniela Schadt . After all, it is “not very common that someone is not divorced and has lived with a girlfriend for a very long time.” Gauck has been married since 1959, but has been separated from his wife since 1991. For his remarks, Geis was criticized by politicians from the opposition and coalition as well as in the media.

Religious politics

On May 2, 2012, Geis explained on the talk show Anne Will that “godless people” can be described as “perpetrators” in the context of the crimes against humanity in the 20th century. For this he was criticized by the present Volker Beck . Frieder Otto Wolf filed a criminal complaint for incitement to hatred , as he assessed the claim as a "considerable attack on the dignity of all people without belief in God". Michael Bauer, board member of the Bavarian Humanist Association, also filed a criminal complaint.

Geis considers it compatible to teach both the creation belief and the theory of evolution in biology classes. He put his idea in concrete terms as follows: “However, a reasonable connection must be made.” In some media this was seen as support for creationism in school lessons.

In July 2012 he criticized the judgment of the Cologne Regional Court on the religiously motivated circumcision of boys . In his opinion, circumcision for religious reasons should remain possible in Germany. He welcomed the key issues paper presented by Justice Minister Sabine Leutheusser-Schnarrenberger , according to which circumcisions should continue to be allowed. According to Geis, circumcision is “not such a difficult procedure” and can therefore also be carried out by a trained non-medical practitioner, but the question of anesthesia still has to be clarified.

Construction of internet blocks

Geis campaigns for the establishment of Internet blocks in Germany . The aim of the technical censorship measures should be to generally block pornography on the Internet in Germany. Porn content should only be accessible again after a written application has been made to the provider, access should be through personal registration.
