With the encyclical Quam religiosa , Pope Leo XIII turned. on August 16, 1898 to the Peruvian episcopate and reacted to changes in the state marriage law .

The Pope regrets developments in Peru and complains that in Peru civil marriage has been equated with Catholic marriage. The permission of the " mixed marriage " was connected with the civil marriage . This undermines the authority of the church and endangers the Christian family. He emphatically describes the importance of Christian marriage and calls on the bishops to observe Christian and Catholic rules.

In the concluding exhortation, he implores the bishops to take great care of their “flocks”. They should publicly confess to church doctrines and raise their voices against the changes in the law.
