In his greeting and the introduction he praised the loyalty of the Spanish clergy and describes them as notable Spaniards, whose discipline is to be emphasized, but it is also thanks to the generosity of the Spanish kings and the perseverance of the Spanish bishops that the current level of education is so is exemplary. It is therefore all the more to be lamented that the national seminaries are threatened and that the Spanish seminaries cannot obtain sufficient studies. Several colleges of priests have now been established in Rome , one for the Armenians in Rome and one for Bohemia . Now that the seminaries are threatened in Spain, it is important to create an institution in which the Spanish priests can begin or finish their studies . The Pope declares that a suitable building worthy of the occasion has already been obtained, in which Saint Charles Borromeo lived. He appoints the archbishops of Toledo and Seville as responsible bishops , who are also responsible for financial security.
